Council Minutes of 4/1/2003 <br />_ This is a very difficult task because there are many concerns to be considered. First, <br />the Fair Labor Standards Act and the exempt salary officials and employees, the <br />number of accrued time hours, work week hours and the time worked performed <br />away from the work location, to mention a few. Ordinance 2003-50 is being held in <br />committee for further review, and the Law Director is working diligently on this <br />issue. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The BZD Committee met on March 25. Present were committee members McKay and <br />Nashar; Councilmen Dailey, Limpert, Miller; Law Director Dubelko, Assistant Law <br />Director O`Malley, Safety Director Jesse and Personnel & Administrative Director <br />Farver. Agenda items were as follows: <br />^ Ordinance 2003-47. An ordinance to establish a new and revised procedure for <br />development plan review and to authorize the assessment of costs for expert <br />consultation by amending Sections 112fi.02. 1126.03 and 1126.04(d) of Chapter 1126 <br />of the Planning and Zoning Code entitled "Commercial and Other Building Permits." <br />After discussion, it was recommended that the legislation be sent back to the Law <br />Director for further review. Once that is completed, it will be sent on to the Planning <br />Commission and to the Architectural Review Board for their approval. <br />^ Ordinance 2003-48. A ordinance creating a new Section 1126.09 of Chapter 1126 of <br />the Planning and Zoning Code to establish a requirement that certain commercial <br />building permit applications submit a master sign plan in compliance with the Sign <br />Code. This will place the responsibility on the owner of a building to determine the <br />amount of signs and signage allocation, allowing for tenants to have signs on the <br />building. The committee recommended that the Law Department review this <br />ordinance. After review, it will be sent to the Architectural Review Board and the <br />Planning Commission. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets <br />& Drainage Committee met to tour the streets on Saturday morning, March 22. Present <br />were committee members Limpert, Miller and Nashar; Councilman McKay and <br />Councilwoman Kasler. Streets on the southwest portion of town were toured. It was <br />determined that they will acquire some attention in the near future. The tour continued to <br />Louis Drive off of Fitch Road, and that road is in very bad shape. Also visited was Grace <br />Road, which is going to need attention when funding allows. The tour continued to South <br />Canterbury Road, which has some major safety issues. This street will be repaired this <br />year. Next, LeBern was visited, and it will need attention in the near future. The concrete <br />streets of Sandy Ridge and North Park Estates, as well as some of the areas of Twin <br />Woods, were also toured, and they are in need of slab repair. That is going to be the <br />major focus of this year's slab repair program because it has been decades since those <br />streets have had any attention. A short Streets & Drainage meeting will be held next <br />Tuesday to formalize what was observed during the tour. <br /> <br />5 <br />
