Council Minutes of 3/1S/2003 <br />Ordinance No. 2003-45 was introduced and placed on first reading by Mayor Musial. An <br />ordinance establishing within the Special Revenue Fund Group a "Fire Department <br />FEMA Program Fund" of the City of North Olmsted. <br />Resolution No. 2003-46 was introduced and placed on first reading by Mayor Musial. A <br />resolution dispensing with an RFP process and authorizing the Mayor to enter into an <br />agreement with N. E. Del Criudice Architects, Inc., to serve as back-up glans examiner for <br />the North Olmsted Building Department, and declaring an emergency. Councilman <br />Nashaz moved for suspension of the rules requiring three readings and committee review, <br />and the motion was seconded by Councilman Gazeau. Roll call: Nashar, yes; Gareau, <br />yes; Miller, yes, commenting that this was explained in detail during the caucus this <br />evening. Roll call continued: Dailey, yes; McKay, yes; Limpert, yes; Kasler, yes. The <br />motion passed unanimously. Councilman Nashaz moved for adoption. The motion was <br />seconded by Councilman Gateau and passed unanimously. Resolution No. 2003-46 <br />adopted. <br />Ordinance No. 2003-47 was introduced and placed on first reading by Councilman <br />Nashar on behalf of Councilman Gateau and himself. An ordinance to establish a new <br />and revised procedure for development plan review and to authorize the assessment of <br />costs for expert consultation by amending Sections 1126.02, 1126.03 and 1126.04(d) of <br />Chapter 1126 of the Planning and Zoning Code entitled "Commercial and Other Building <br />Permits." <br />Ordinance No. 2003-48 was introduced and placed on first reading by Councilman <br />Nashaz. An ordinance creating new Section 1126.09 of Chapter 1126 of the Planning and <br />Zoning Code to establish a requirement that certain commercial building permit <br />applications submit a master sign plan in compliance with the Sign Code (Chapter 1163). <br />Resolution No. 2003-49 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with R. E. Warner & Associates, Inc., amending the current consulting engineer <br />agreemem between the city and R. E. Warner, in order to obtain design engineering <br />services from R. E. Warner for the proposed repairs to South Canterbury Road, and <br />declaring an emergency. <br />Ordinance No. 2003-50 was introduced and placed on first reading by Councilwoman <br />Kasier on behalf of Councilmen Miller, Gateau and herself. An ordinance creating <br />Section 161.13 of the Administrative Code, entitled "Overtime Compensation and <br />Compensatory Time Oil' so as to establish uniform overtime compensation and <br />compensatory time off regulations for the city's non-bargaining unit appointed officials <br />and employees, and declaring an emergency. <br />15 <br />
