Council Minutes of 3/18/2003 <br />this is in the five-year plan and that it is being looked at. Roll call continued: Nashar, <br />yes. The motion passed unanimously. Resolution No. 2003-34 adopted. <br />Ordinance No. 2003-12 introduced by Mayor Musial was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 2003 as amended. Councilman <br />McKay moved for suspension of the rules requiring three readings. The motion was <br />seconded by Councilman Gareau and passed unanimously. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Gareau and passed unanimously. <br />Ordinance No. 2003-12 adopted. <br />Resolution No. 2003-37 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to advertise for bids far catch basin, manhole, sidewalk, <br />curbing and pavement repairs at various locations in the City of North Olmsted as <br />detailed in the specifications on file, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder for said repairs, and declaring an emergency. <br />Ordinance No. 2003-40 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Medical Mutual of Ohio to provide third-party administrator services, and a stop <br />loss insurance policy, to the city in connection with the city's self-insured health care <br />program for city employees for the year 2003, and declaring an emergency. Councilman <br />McKay moved for suspension of the rule requiring three readings. The motion was <br />seconded by Councilman Nashar and passed unanimously. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Nashar and passed unanimously. <br />Ordinance No. 2003-40 adopted. <br />Resolution No. 2003-42 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor to advertise for bids for the award of a contract to <br />provide for the realignment of the water main on Northern Avenue, as detailed in the <br />specifications on file in the Engineering Department, and further authorizing the Mayor, <br />following approval of the Board of Control, if necessary, to contract for the same with the <br />lowest and best bidder, and declaring an emergency. <br />Ordinance N©. 2003-43 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance creating new Sections 121.05 and 121.06 0€ the Administrative <br />Code, entitled, respectively, "Formal Council Hearings" and "Contempt of Council," so <br />as to authorize the City Council to conduct formal hearings regarding matters within the <br />Public Hea.Ith, Safety and Welfare, as well as to hear complaints from citizens of the <br />community regarding the operations of the city government, and further to provide for <br />penalties for contempt of Council, and declaring an emergency. <br />Ordinance No. 2003-44 was introduced and placed on first reading by Mayor Musial. An <br />ordinance establishing within the Special Revenue Fund Group a "Senior Center Hot <br />Lunch Title III Program Fund" of the City of North Olmsted. <br />14 <br />
