Council Minutes of 3/18/2003 this is in the five-year plan and that it is being looked at. Roll call continued: Nashar, yes. The motion passed unanimously. Resolution No. 2003-34 adopted. Ordinance No. 2003-12 introduced by Mayor Musial was given its second reading. An ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2003 as amended. Councilman McKay moved for suspension of the rules requiring three readings. The motion was seconded by Councilman Gareau and passed unanimously. Councilman McKay moved for adoption. A resolution authorizing the Mayor to advertise for bids far catch basin, manhole, sidewalk, curbing and pavement repairs at various locations in the City of North Olmsted as detailed in the specifications on file, further authorizing the Mayor to enter into a contract with the lowest and best bidder for said repairs, and declaring an emergency. Ordinance No. 2003-40 introduced by Mayor Musial was given its second reading. An ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement with Medical Mutual of Ohio to provide third-party administrator services, and a stop loss insurance policy, to the city in connection with the city's self-insured health care program for city employees for the year 2003, and declaring an emergency. A resolution authorizing the Mayor to advertise for bids for the award of a contract to provide for the realignment of the water main on Northern Avenue, as detailed in the specifications on file in the Engineering Department, and further authorizing the Mayor, following approval of the Board of Control, if necessary, to contract for the same with the lowest and best bidder, and declaring an emergency. Ordinance N©. 2003-43 was introduced and placed on first reading by Councilman Gareau. An ordinance creating new Sections 121.05 and 121.06 0€ the Administrative Code, entitled, respectively, "Formal Council Hearings" and "Contempt of Council," so as to authorize the City Council to conduct formal hearings regarding matters within the Public Hea.Ith, Safety and Welfare, as well as to hear complaints from citizens of the community regarding the operations of the city government, and further to provide for penalties for contempt of Council, and declaring an emergency. Ordinance No. 2003-44 was introduced and placed on first reading by Mayor Musial. An ordinance establishing within the Special Revenue Fund Group a "Senior Center Hot Lunch Title III Program Fund" of the City of North Olmsted. 14
