Council Minutes of 3/18/2003 <br />hoped during the committee meeting the point is made, if a document is determined to be <br />fraudulent, that it be referred to the County Prosecutor's office for further follow-up. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, March 11. Present were committee members Limpert, McKay, Kasler; <br />Council Members Gareau, Nashar and Dailey; Council President O'Grady; Mayor <br />Musial, Law Director Dubelko, Finance Director Copfer, Safety Director Jesse, Personnel <br />Director Farver; three representatives from Medical Mutual. The following items were <br />discussed: <br />Ordinance 2003-40, an ordinance authorizing the Mayor of the City of North Olmsted <br />to enter into an agreement with Medical Mutual of Ohio to provide third-party <br />administrative services and astop-loss insurance program to the city in connection <br />with the city's self-insured health care program. The committee recommended that <br />the city cominue the third-party administrative services and stop-loss insurance policy <br />as this is a supplement to the city's self-insurance. The health care program is a <br />safety net should the medical expenses exceed apre-set dollar amount per person. <br />The current increase is approximately 14%, which may sound a little high but the city <br />could possibly look at controlling the costs by increasing co-pays, deductibles, <br />employee contributions, the annual market studies and the benefit levels and <br />employee education. The committee recommended approval. <br />Resolution 2003-37, a resolution authorizing the Mayor to advertise for bids for catch <br />basins, manholes, sidewalks, curbing and pavement repairs at various locations in the <br />City of North Olmsted. This resolution is necessary to continue the repairs throughout <br />the city, and the committee recommended approval. <br />Ordinance 2002-200. This is an ordinance creating a new and revised city salary <br />range ordinance in order to clarify that certain non-bargaining unit employees listed <br />in the city salary range ordinance may, subject to the applicable provisions of the <br />federal Fair Labor Standards Act, receive compensatory time off in lieu of paid <br />overtime compensation, for the city's various administrative and legislative <br />personnel, and otherwise re-establishing the rates of compensation for various <br />administrative and legislative personnel. Section 16 deals with the comp time. This is <br />the time worked in excess of 8 hours a day or 40 hours per week. After much <br />discussion, the Council determined that directors should be entitled to some comp <br />time. In question was the number of hows and the time that it was to be used in and <br />whether or not it could be accumulated. This will be discussed further at the next <br />committee meeting. <br />2) The Finance Committee met again on Saturday, March 15. Present were committee <br />members Kasler, Limpert, McKay; Council Members Gareau, Nashar and Miller; <br />President of Council O'Grady; Mayor Musial, Law Director Dubelko, Finance Director <br />Copfer, Safety Director Jesse.
