Council Minutes of 3!18/2003 <br />4) The Finance Committee met on Tuesday, March 18. The following items were <br />discussed: <br />Projects related to the West Nile Virus. The city's share for the spraying of Bradley <br />Woods will be approximately $9,133, and it will be done late in April. In addition, <br />pellets will be put in city catch basins. The cost per pellet is $2.67, and the total cost <br />will be about $3,000. The pellets, which last for 1 SO days, are weight-leaded so they <br />sink to the bottom of the catch basin and they are not washed out with the rain. <br />An easement on Columbia Road where the city did drainage work. There is a <br />difference of opinion as to the amount that the city should pay for the easement. This <br />will require further discussion. <br />Claque and Lorain Road repairs have an overrun. The city has made a request to the <br />County Engineer for $51,000. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The BZD Committee met on March 11. Present were committee members McKay, <br />Gazeau, Nashaz; Law Director Dubelka, Building Commissioner Conway, Fire Chief <br />Klecan; President of Council O'Grady. The following item was discussed: <br />Pepper Joe's restaurant located at 24532 Lorain Road. Representing Pepper Joe's <br />was the azchitect Mr. Margolis and the owner Mr. George. A proposal to renovate the <br />existing building, which is an old office building. An existing auto body shop will be <br />located below the restaurant. The restaurant will have the capacity for 40 patrons. <br />The parking lot in the front, the south side of the building, will have spaces for 32 <br />cars, including handicapped parking. The lot in the rear of the building will <br />accommodate approximately 12 cars. There will be a board-an-boazd fence around <br />the back portion of the parking lot and two additional parking light fixtures in the <br />front. Fire Chief Klecan stated that he had some concerns with the size of the rear <br />parking lot and the driveway which is less than 15 feet wide. It would be very <br />difficult to get fire vehicles back there, especially in winter when there are large <br />amounts of snow piled up. He informed the owner that he would not be able to send <br />fire equipment to the back portion of the parking lot for fear it would be trapped. The <br />department will fight the fire but will not be able to put equipment in the rear of the <br />building. There will be additional landscaping along the front on Lorain Road. <br />Because of traffic conditions, cazs exiting the parking lot will only be allowed to <br />make right hand turns heading west on Lorain Road. After further discussion, the <br />committee recommended approval subject to the recommendations of the various <br />boards and commissions of the city. Councilman Nashar made a motion to <br />recommend approval of Pepper Joe's restaurant subject to the recommendations of all <br />the boards and commissions. The motion was seconded by Councilman McKay and <br />passed unanimously. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets <br />& Drainage Conunittee will be taking a tour of the city streets at 9 a.m. on Saturday, <br />March 22. Councilman Miller requested that Mr. Limpert ask the administration to <br />provide the amount of funds available for the street projects. <br />7 <br /> <br />
