Council Minutes of 3/18/2003 <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane. <br />^ Spoke about the camp time issue. He has mixed emotions about Council's legislation <br />as it takes the responsibility of an administrator to make prudent decisions off his <br />shoulders. Because the Service Director is appointed, the Mayor is responsible for <br />how she manages her time. He believes a CEO should know how to do that without <br />being told by somebody else. Perhaps flex time could come into play. An <br />administrator needs to oversee the work of his employees and perhaps spread out <br />projects to other directors or employees. There are numerous ways a goad manager <br />can manage. <br />Sheila McDougall, 24284 Elm Road <br />^ Wondered if any decision had been made regarding selling the library building. <br />Mayor Musial answered that the matter is still under consideration. The School Boazd <br />is interested in it for use as an administrative building, and the city is interested in <br />keeping it as partially an administrative building. The building will be vacated when <br />the new library is completed, possibly in November of this year if weather holds up or <br />perhaps February of next year. The administration will provide some proposals to <br />Council for their consideration in the very neaz future. <br />^ School zone lights are needed at Birch School for safety. The Mayor will look into <br />this matter. <br />Paul Barker, 23b29 Carriage Lane <br />^ He sat through every meeting with regard to appropriations and noted that most every <br />line item discussed was lower than last year. He does have an issue with the taking of <br />money from the three funds of HoteUMotel, EMS and STOP. That's $475,000 that <br />originally was going to be used to relieve the General Fund and make purchases <br />through those three funds for safety. Although using the funds to balance the budget <br />and help prevent laying off city workers is a temporary fix, he questions how many <br />times will the funds be hit if financial problems continue next year. Will funds ever <br />be paid back? Mr. McKay answered that the funds will be paid back when monies <br />become available. Mr. Miller noted that the Mayor had said this was aone-time only <br />event. That is why he supported the move. He has discussed with the Law Director <br />preparation of a resolution that will memorialize that intent and those funds will be <br />repaid or redirected. He doesn't intend on letting go of this issue. Mrs. Copfer noted <br />the total amount was $475,000. Of three funds, it's $385,000. When presented, the <br />issue of repayment was discussed. It is a one-time event. Right now, all the same <br />things are getting done as were getting done before from these funds because the <br />funds have accumulated balances. This is a one-time event. Mr. Bazker expressed <br />concern about the possibility of the economy not recovering next year, and Mrs. <br />Copfer said that everyone is uncertain about the economy. There are issues that will <br />need to be resolved if it doesn't turn around. All indications are now that it will turn <br />around in 2004. <br />8 <br />
