Council Minutes of 3/18/2003 <br />• Regarding the comp time report, he commends Mrs. Copfer for cutting it quite a bit. <br />Looking over the report, he had issues with a lot of Sunday work being done at home <br />and wondered if it was acceptable to the Mayor. The biggest flag he saw was about <br />the homicide on November 30. He knows the Police Dept. cleared the homicide <br />about 3 p.m. on November 30. Mrs. Creadon put in for several hours of phone time <br />from 6 to 10 p.m. Mayor Musial said no time was charged to the homicide. Mrs. <br />Creadon did telephone the Mayor and Safety Director and did receive calls from the <br />Service employees as they had to go out and prepare the investigatory site for the <br />Police Dept. to conduct their investigation. No time was charged for the calls. He <br />understands that the documern may be confusing and that is why Mrs. Copfer has <br />asked that certain information be removed. Mrs. Kesler commented with regard to <br />the redirection of money in the three funds, that she is also concerned but had been <br />assured that it was aone-time issue. Council was extremely careful in the budget <br />process and went line by line. Mr. Barker said he has attended many budget meetings <br />and notes that Council usually questions most every line item. He thinks they did a <br />good job. <br />Tom Jenkins, 5717 Barton Road <br />^ Has questions about the comp time document. As a former director, he did not <br />accumulate time for phone calls. Regarding Council's reaction to this issue by trying <br />to pass legislation to regulate comp time, it is his belief that you cannot legislate good <br />administration. In looking at the documern, there were numerous entries for review of <br />files and documents. Is this on the job training for an unqualified person? He asked <br />whether Mrs. Creadon was being paid for administrative assistant work at the Service <br />Director's rate. Mayor Musial answered not to his knowledge. He questioned some <br />of the entries that seemed to be personal and one day listed as a day off. Mrs. Copfer <br />reiterated that was one of the reasons why she is requesting additional documentation <br />on all hours that she has not previously approved. Mayor Musial noted that all of the <br />items on the document were not involved with comp time-that was one of the <br />di~cutties. Mrs. Kesler noted that the Mayor had originally said anything over 40 <br />hours was camp time. He approved the document and said it should be paid. That is <br />why there is a problem, and those are the things that Mr. Jenkins is questioning. Mr. <br />Jenkins said that Council is in a difficult situation trying to set parameters on an <br />administration that, in his opinion, corninues to do things that are not in the best <br />interests of the public. He questions whether Mary Creadon is being paid for <br />administrative assistant work at the Service Director's rate of pay, which is a concern <br />along with the fact that a lot of the hours stacked up in October, November and <br />December look like on the job training. <br />Don Pangrac, 23470 Sharon Drive <br />^ He is personally very disappointed that Council did not have a resolution in support <br />of the troops going off to war. <br />^ Wants to call to attemion to a recent newspaper article noting that four new taxes are <br />being proposed by various governmental entities: 1) a tax for arts for an amount to be <br />determined; a tax for a convention center for an amount to be determined; 3.1 mills <br />for Metro General Hospital; 1.8 mills increase in health and human services.
