Taxpayers are also out of money. He doesn't <br />share enthusiasm for an economic turn-around next year. Mr. O'Grady said he hoped <br />Mr. Pangrac was not questioning the patriotism of Council. Many of the members <br />served in the armed forces. Two Council members have sons on active duty. It does <br />not take a resolution to be a patriot. He guarantees that all Council members have the <br />greatest concern for the safety of all the armed forces. Councilman Nashaz said, <br />although he does not support the war, he does support the soldiers. He wants to see <br />peace. Believes Council supports the troops 100%. Mr. Dailey said he felt Council <br />expressed support when benefits were extended to employees who are on active duty. <br />Mr. Gareau said he understands what Mr. Pangrac is saying. Not everyone agrees <br />with what is happening in Iraq, but everyone is thinking about the troops. Perhaps, in <br />hindsight, there could have been a resolution whether agreeing with waz or not. What <br />is important is that they all come home. <br />Charles Dial, 27959 Gardenia <br />^ Expressed concern about facets of the comp time issue that haven't had enough <br />attention paid to them. First, when an employee takes a lazge amount of comp time, <br />what is the worker's comp liability? Also, he is concerned that some employees are <br />given paid lunches and wondered if they would have a worker's comp claim should <br />something happen to them on lunch time. He is concerned about the unknown <br />magnitude of comp time. It seems like there should be a central depository so that the <br />magnitude of the hours can be established. Also, there should be audit and control <br />procedures. It was explained to Mr. Dial that comp time hours are not reduced to <br />cash and not carried into a succeeding year. Law Director Dubelko said this goes <br />back to a 19791ega1 opinion. That opinion stated that public officials aze paid on a <br />yearly basis regardless of how much work they do-salary is an incident of the office. <br />There are not huge comp time hours, and they are not going to be cashed out. They <br />are going to be used in work adjustment situations. Mr. Dial suggested that <br />supervisors be required to hand in monthly reports of comp time status. In this way, <br />there will be a central depository system so that people cannot make changes after the <br />fact. <br />^ Questioned the method of billing for sewer costs. Mrs. Copfer explained that the <br />current North Olmsted rate is $36.26 per mcf, which includes the storm water utility <br />portion. There is a larger debt service because of the many issues that were resolved <br />in the early 90's and late 80's with regazd to reducing infiltration into the sanitary <br />sewer system. Those costs are not to be charged to the other users of the plant <br />because they have their own charges; therefore, our city rate is different than Olmsted <br />Township and Fairview Park. Mayor Musial noted that recently passed legislation <br />provides for pro-rating the first 1,000 cubic feet of water utilized. There is a small <br />minimum chazge. If you use 1.5 units of water for the quarter, that is what you are <br />charged for. <br />Linda Meyer, 5817 Park Ridge Drive <br />^ She is a frequent user of the Rec Center and has concerns about needed <br />improvements. There are many rumors about the outdoor pool not opening because <br />10 <br />
