Council Minutes of 3/18/2003
of a lazge crack; there is a great need for family/unisex changing areas because of
safety issues with children; there is talk of the boilers not working. Councilman
Gareau said that the Recreation Commission and Recreation Committee have been
doing an evaluation of the needs at the center. They are working with Recreation
Commissioner DiSalvo and Safety Director Jesse. They have discussed long-
standing problems at the Rec Center and are looking for solutions. He will take the
issue of the rest rooms and changing rooms back to the Recreation Commission. Ms.
Meyer commented that a newsletter from the Mayor said there are funds for a fitness
center at the Rec Center. Before those funds are used, a study should be made by the
new commissioner. Mayor Musial said he is not sure there aze funds are available for
that. Last year there were discussions regarding the possibility of selling
subscriptions/memberships to a fitness center and utilizing those monies to buy the
equipment.
Marvin Stotz, 6657 Bretton Ridge Drive
^ He also has questions about the Rec Center. He understands that the budget has
designated $2.4 million for the Rec Center and is wondering what's going to be done
first, what are the priorities and timetable. Safety Director Jesse said he had asked
newly appointed Rec Commissioner DiSalvo to gather information about the needs
and problems of the center. They have involved the Rec Commission in this process.
There isn't a day that goes by that new things that need attention aren't found. They
are in the process of addressing the most critical first-health and safety issues. They
will look at priorities so there is no major safety issue and then put together multi-
year plans. Security plans for the center have been discussed, and there will be major
changes by the end of they year and the full system in place by 2004, provided funds
are available.
Dennis Lambert, 25057 Carey Lane
^ Agrees that directors are expected to work for a set annual salary no matter what the
hours are to do the job. Perhaps question before Council will change from what is
comp time to what is a request for leave of absence.
Charles Dial, 27959 Gardenia
• He is a regular swimmer at the Rec Center and loves the outdoor pool and feels it is
great-not aware of any threat to it. On locker rooms, when funding is available, it
should be recognized as a legitimate and valid concern.
President O'Grady called a short recess at 10:20 p.m., and reconvened the meeting at
10:30 p.m.
I.1~I_SLATION
Ordinance No. 2002-72 introduced by Mayor Musial was given its third reading. An
ordinance creating new Sections 111.03 et seq. of Chapter 111 of the Administrative
Code (City Contracts) in order to establish a standardized request for proposals (RFP)
11
