MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 4, 2003 <br />Present: President of Council O'Grady, Council Members Dailey, Kasler, Limpert, <br />McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />Presidenrt of Council O'Grady called the meeting to order at 8:04 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the special Council meeting of January 14, 2003 were approved as <br />written. <br />The minutes of the Council meeting of January 21, 2003 were approved as written. <br />The minutes of the Council meeting of February 4, 2003 were approved as written. <br />President O'Grady announced that the following pieces of legislation would be passed <br />under suspension of the rules: Resolutions 2003-23, 2003-26, 2003-27, 2003-28, <br />2003-38, 2003-39; Ordinances 2003-31, 2003-32. <br />RE <br />Mayor Musial: 1) Received an a-mail from resident Martha Shaw which is indicative of <br />the devotion and compassion and interest of some of our employees. Ms. Shaw had the <br />occasion to observe Animal Warden Kirt Ward's heroic and successful efforts to release <br />a hawk which was trapped in the mall's bird obstruction material. Ms. Shaw wrote, "As <br />hawks are a protected species, Mr. Ward displayed determination, personal bravery and <br />keen strategy in dealing compassionately with the predator. After a considerable amount <br />of labor, Mr. Ward's efforts were rewarded when he managed to position the hawk so the <br />bird was able to perceive an escape route from the bird obstruction material." <br />2) A temporary restraining order (TRO) was issued against the city with regards to one of <br />the contracts that was a very critical contract involved in the start of the construction of <br />the library. Due to the efforts of Mr. Dubelko and Mr. O'Malley, the judge denied the <br />TRO, which apparently is a very unusual action. Congratulations to them for a fantastic <br />job. <br />3) With regard to the library, the contracts have been mailed out for execution and, <br />weather permitting, construction of the library should start very shortly. <br />
