Council Minutes of 3/4/2003 <br />Dennis Lambert, 25057 Carey Lane <br />^ The money spent by the Mayor to pay the Service Director will come from the <br />General Fund. He is now even more concerned about money being put into the <br />General Fund and allowing the administration to administer as they will. He does not <br />agree with paying people for working at home. This is bogus. In a city with a <br />financial problem that this city is facing right now, it's just unbelievable. <br />Louise Cygan, 26606 Sweetbrier Drive <br />^ On Monday, February 10, after one of the heaviest snows in years and after her <br />husband had plowed the snow on their property, a snow plow driver put snow from <br />the neighbor's yard across the street on their property. Her husband spoke to the <br />driver and explained he could not leave a mound of snow 6 to 9 feet high on their <br />property, but the driver was completely uncooperative. Her husband called City Hall <br />and was referred to the Police Dept. who said there was nothing to be done without a <br />name or license plate number. Later, they were contacted by Capt. Whelan who said <br />he would call the property authority to see that someone in the city would come and <br />take down part of the mountain so that Mrs. Cygan could see to get out on the road. <br />However, no one ever came out. She realizes this is a small problem, but a city is <br />comprised of citizens with small, medium and large problems and it must strive to <br />resolve these problems. Perhaps the Mayor's motto should be changed to "Together <br />We Can Make An Indifference." <br />Safety Director Jesse came forward and said this had happened to other residents as well. <br />He will have someone come out to the Cygan property and make sure that the snow pile <br />is removed so Mrs. Cygan can see to get out of her driveway. There is an ordinance in <br />place that directly speaks to putting snow on the property of another. He will check into <br />this as snow plowing contractors are to be licensed. When the city finds out a contractor <br />is stacking snow, normally there is a first warning letter or call asking that the snow be <br />removed. If that is not done, the contractor is cited. <br />Charles Dial, 27959 Gardenia <br />^ Has many years experience in computer software design, software engineering and <br />related fields. He believes and Excel spreadsheet with an Access data base could be <br />an adequate method of keeping track of comp time hours. It is not ideal, but is far <br />better than nothing. <br />^ Is the comp time policy, or non-policy, an undocumented and unfunded future <br />liability of unknown magnitude? He has a lot of respect for Mrs. Copfer but would <br />hope that she will be very careful about signing any checks that can come back on <br />her. Mrs. Copfer said she had received a legal opinion from the Law Director about <br />payment of the comp time. Regarding an unfunded liability, vacation liability, for <br />example, would be an unfunded liability when the books are converted to a GAAP <br />basis. If the city ceases to exist an January 1, 2003, all people and employees who <br />have accrued vacation time will receive that at that point in time. It is deemed to be a <br />liability. However, compensatory time is not paid upon termination so there is no <br />liability if the city ceases to exist. She too wants a policy on comp time so that there <br />are guidelines instead of whatever each department chooses to do. At this time, it <br />12 <br />
