Council Minutes of 3/4/2(103 <br />cannot be accounted for in the Finance Department as she does not have the system or <br />` the employees to track and maintain it. Mr. Dubelko commented that this is a serious <br />issue and the administration has been concerned about it since last summer. He and <br />the Personnel Director have been working to develop acity-wide administrative <br />policy for comp time. Right now it is just administrator discretion. <br />Tom Jenkins, 5717 Barton Road <br />^ He believes the public should take notice of the fact that there should be some <br />accounting of compensatory hours and payments going out. There are legitimate <br />questions about how far the pay is going to go and how the hours are being <br />quantified. Mrs. Copfer said she did receive information from the Mayor as to Mary <br />Creadon's time. She has not reviewed the entire document, but she will meet with the <br />Mayor about it as she does have some questions. Mr. Jenkins questioned whether all <br />the hours were city business. Mrs. Copfer said she could only go on what was in the <br />document. <br />President O'Crrady called a short recess at 10:05 p.m., and he reconvened the meeting at <br />10:15 p.m. <br />LEGISLATION <br />Ordinance No. 2003-14 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing the compensation and benefits to be paid to all part-time hourly <br />employees employed by the North Olmsted Municipal Bus Line, and declaring an <br />emergency. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Dailey and passed unanimously. Ordinance No. 2003-14 adopted. <br />Resolution No. 2003-16 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Tac Computer, Inc., providing for maintenance service for the Police Department's <br />computers and software programs, and declaring an emergency. Councilman McKay <br />moved for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Resolution No. 2003-16 adopted. <br />Ordinance No. 2003-17 introduced by Councilman Gareau was given its third reading. <br />An ordinance amending Section 167.02 of the Administrative Code, entitled "Director," <br />and creating new Section 177.02 of the Administrative Code, entitled "Removal of <br />Director," so as to provide that the Director of Personnel and Administrative Services and <br />the Director of Planning, like all other directors appointed by the Mayor, may be removed <br />only with the concurrence of two-thirds (2/3) of the members of Council eligible to vote, <br />and declaring an emergency. Councilman Miller moved for adoption. The motion was <br />seconded by Councilman Nashar and passed unanimously. Ordinance No. 2003-17 <br />adopted. <br />13 <br /> <br />
