Council Minutes of 3/4/2083 <br />Ordinance No. 2003-18 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing and directing the crediting of all revenues received from <br />emergency medical services and ambulance transportation billings in the year 2003, <br />which would otherwise be credited to the "Emergency Medical Services Fund," to the <br />General Fund, and declaring an emergency. Councilman McKay moved for adoption, <br />and the motion was seconded by Councilman Limpert. Roll call: McKay, yes; Limpert, <br />yes; Miller, yes, commenting that, when the Mayor presented this legislation, Council <br />was advised this is a one-time event to avoid layoffs and that there is an intention to pay <br />back and redirect the monies back to the various funds involved. He expects that to be <br />applied to all the related ordinances. Roll call continued: Nashar, yes; Kasler, yes, <br />commenting for the record that she is reluctantly voting yes to this and Ordinances <br />2003-19, 2003-20 and 2003-21. She makes a yes vote only as a method to balance this <br />year's budget without further layoffs. Also, she votes yes as these ordinances relate only <br />to a one-time redirecting of funds. The monies should be redirected back with any sort of <br />carryover. She hesitantly votes yes because this impacts funds that have been designated <br />for special and specific expenditures and purchases. Without those funds, any emergency <br />applicable purchases would be paid for out of the General Fund and/or borrowed and the <br />debt paid out of the General Fund. She has a problem with this, but in order to prevent <br />further harm to the employees and further layoffs and in an effort to balance the budget, <br />she is voting yes. Roll call continued: Dailey, yes, commenting that it is his expectation <br />as well that this is a one-year measure. The motion passed unanimously. Ordinance No. <br />2003-18 adopted. <br />Ordinance No. 2003-19 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing and directing the crediting of all fines and costs received in the <br />year 2003 by the city from Rocky River Municipal Court as a result of the disposition of <br />traffic citations issued by Police officers while on "STOP" duty, up to a maximum <br />amount of fifty thousand dollars ($50,000.00), which would otherwise be credited to the <br />"STOP Program Fund," to the General Fund, and declaring an emergency. Councilman <br />McKay moved for adoption, and the motion was seconded by Councilman Limpert. Roll <br />call: McKay, yes; Limpert, yes; Dailey, yes; Kasler, yes, with the same comments as <br />2003-18; Miller, yes, with the same comments as 2003-18; Nashar, yes. The motion <br />passed unanimously. Ordinance No. 2003-19 adopted. <br />Ordinance No. 2003-20 introduced. by Mayor Musial was given its third reading. An <br />ordinance authorizing and directing the crediting of all of insurance proceeds revenues <br />received in the year 2003, up to a maximum amount of fifty thousand dollars <br />($50,000.00), which would otherwise be credited to the "Casualty Loss Fund," to the <br />General Fund, and declaring an emergency. Councilman McKay moved for adoption, <br />and the motion was secanded by Councilman Limpert. Roll call: McKay, yes; Limpert, <br />yes; Miller, yes, with the same comments as 2003-18; Dailey, yes; Nashar, yes; Kasler, <br />yes, with same comments as previously made.
