Council Minutes of 3/4/2003 <br />dollars ($260,000.00), which would otherwise be credited to the "HoteUMotel Tax <br />Fund," to the General Fund, and declaring an emergency as amended. Councilman <br />McKay moved for adoption, and the motion was seconded by Councilman Limpert. Roll <br />call: McKay, yes; Limpert, yes, with the comment that all four of these ordinances are <br />for redirecting funds out of special funds that, prior to the special funds, were basically <br />handled by the General Fund. It is a matter of legal record that money cannot be <br />removed from these funds once it's put in there. By passing these four ordinances, the <br />funds are redirected. As the situation of finances changes, the money can be redirected <br />back into these funds. The money could not be taken out, so an ounce of prevention is <br />worth a pound of cure. Roll call continued: Nashar, yes; Miller, yes, with the same <br />comments as 2003-18; Dailey, yes; Kasler, yes, commenting that Council has been <br />assured by the administration that enough money has been left in these funds so that it <br />will not impact regular purchases out of these funds. The motion passed unanimously. <br />Ordinance No. 2003-21 adopted. <br />Ordinance No. 2002-72 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Sections 111.03 et seq. of Chapter 111 of the Administrative <br />Code (City Contracts) in order to establish a standardized request for proposals (RFP) <br />process for persons or firms proposing to provide personal services to the city, and <br />declaring an emergency as twice amended. <br />Resolution No. 2003-23 introduced by Councilman Gareau on behalf of the Mayor was <br />given its second reading. A resolution authorizing the Director of Public Safety to <br />advertise for bids for printing of the Spring/Summer and Autumn/Winter North Olmsted <br />Parks and Recreation Department brochures, as per specifications now on file in his office, <br />and authorizing the Mayor to contract for same, and declaring an emergency. Council <br />Member Kasler moved for suspension of the rule requiring three readings. The motion <br />was seconded by Councilman Miller and passed unanimously. Resolution No. 2003-23 adopted. <br />Resolution No. 2003-24 introduced by Councilman McKay on behalf of the Mayor was <br />given its second reading. A resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to provide new pavement markings to various <br />streets at various locations in the city, as detailed in the specifications on file in the <br />Engineering Department, and authorizing the Mayor, following approval of the Board of <br />Control, if necessary, to cantract for the same with the lowest and best bidder, and <br />declaring an emergency. Councilman McKay moved to amend Resolution 2003-24 to <br />substitute the word "Mayor" for wherever the words "Director of Public Service" occur <br />throughout the ordinance. The motion was seconded by Councilman Limpert and passed <br />unanimously. Resolution No. 2003-24 is amended. <br />Ordinance No. 2003-25 introduced by Council Member Kasler on behalf of Councilmen <br />Miller, Dailey, Nashar, Gareau and herself was given its second reading.
