Council Minutes of 3/4/2043 <br />Director," in order to require the Directors of Public Safety and Public Service to attend <br />all regular meetings of the City Council. <br />Resolution No. 2003-26 introduced by Councilman McKay on behalf of the Mayor was <br />given its second reading. A resolution dispensing with an RFP process and authorizing <br />the Mayor to enter into a new contract with Professional Service Industries, Inc. ("PSP') in <br />order to provide independent earthwork and hot mix asphalt paving inspection and testing <br />services in connection with the construction phase of the new North Olmsted Library <br />project, and declaring an emergency. Councilman Limpert moved to amend Resolution <br />2003-26 to provide for a maximum expenditure in the amount of 55,000. The motion was <br />seconded by Councilman McKay and passed unanimously. Resolution No. 2003-26 is <br />amended. Councilman McKay moved for suspension of the rule requiring three readings <br />noting it had been reviewed by committee. The motion was seconded by Councilman <br />Limpert and passed unanimously. Councilman McKay moved for adoption, and the <br />motion was seconded by Councilman Limpert. Roll call: McKay, yes; Limpert, yes; <br />Dailey, yes; Kesler, yes; Miller, yes, commenting that he is voting on this legislation with <br />the understanding that the company that his wife works for, PSI, is not the same company <br />as listed here. Appazently, there are two companies with a similar name. Roll call <br />continued: Nashaz, yes. The motion passed unanimously. Resolution No. 2003-26 <br />adopted as amended. <br />Resolution No. 2003-27 introduced by Councilman McKay on behalf of the Mayor was <br />given its second reading. A resolution authorizing the Director of Public Service to <br />request proposals for various inspection and testing services to be provided to the city in <br />connection with the construction of the new North Olmsted Branch Library: further, <br />authorizing the Mayor, upon approval of the Board of Control, if necessary, to enter into a <br />contract with the firm selected in the RFP process, and declaring an emergency. <br />Councilman McKay moved to amend Resolution 2003-27 by substituting the word <br />"Mayor" for the words "Director of Public Service" throughout the ordinance. The <br />motion was seconded by Councilman Limpert and passed unanimously. Resolution No. <br />2003-27 amended. Councilman McKay moved for suspension of the rule requiring three <br />readings and noted that the legislation was reviewed by committee. The motion was <br />seconded by Councilman Limpert and passed unanimously. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Resolution No. 2003-27 adopted as amended. <br />Resolution No. 2003-28 introduced by Councilman McKay on behalf of the Mayor was <br />given its second reading. A resolution expressing support for the "BRIDGE" program <br />and its componerns: Adopt an Officer and/or Firefighter, Career Connections, <br />Crossovers, and After-school Activities, and declaring an emergency. Councilman Miller <br />moved for suspension of the rule requiring three readings and noted the legislation was <br />reviewed by committee. The motion was seconded by Councilman Limpert and passed <br />unanimously. Councilman Miller moved for adoption. The motion was seconded by <br />Council Member Kesler and passed unanimously.
