Council Minutes of 3/4/2003 <br />Resolution No. 2003-29 introduced by Councilman Miller on behalf of Council Member <br />Kasler and himself was given its second reading. A resolution authorizing and directing <br />the Mayor to study the feasibility of locating, and entering into a new water service <br />agreement with, a Lorain County public water system in order to procure water supply <br />services to the City of North Olmsted and its residents and property owners, and further <br />directing the Mayor to report to the Council on a regular basis regarding the status of his <br />efforts in this regard, and declaring an emergency. <br />Resolution No. 2003-30 introduced by Councilman Miller on behalf of the Mayor was <br />given its second reading. A resolution creating a new Citizens' Committee for the <br />purpose of gathering and presenting to City Council projects for consideration for the <br />city's Community Development Block Grant (CDBG) applications for fiscal years 2004 <br />through 2006 as amended. <br />Ordinance No. 2003-31 introduced by Councilman McKay on behalf of the Mayor was <br />given its second reading. An ordinance authorizing the Mayor to enter into an agreement <br />with the North Olmsted Firefighters Local 1267, I.A.F.F., which agreement is the <br />collective bargaining agreement between the city and the North Olmsted Fire <br />Department, and declaring an emergency. Councilman McKay moved for suspension of <br />the rule requiring three readings. The motion was seconded by Councilman Nashar and <br />passed unanimously. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Nashar and passed unanimously. Ordinance No. 2003-31 <br />adopted. <br />Ordinance No. 2003-32 introduced by Councilman Limpert was given its second reading. <br />An ordinance amending Section One, Two and Three of Ordinance No. 9$-110 in order <br />to establish new and revised fees for the use of the North Olmsted Springvale Golf <br />Course and Ballroom as amended. Council Member Kasler moved to relieve Ordinance <br />2003-32 from committee. The motion was seconded by Councilman Miller and passed <br />unanimously. Council Member Kasler made a motion to amend Ordinance 2003-32 to <br />adjust the range in the rates and any other amendments discussed with Council and <br />presented to Council in writing. The motion was seconded by Councilman Limpert and <br />passed unanimously. Ordinance No. 2003-32 amended. Council Member Kasler moved <br />to suspend the rule requiring three readings. The motion was seconded by Councilman <br />Limpert and passed unanimously. Councilman Limpert moved for adoption, and the <br />motion was seconded by Council Member Kasler. Roll call: Limpert, yes; Kasler, yes, <br />with comment. Based on the recommendation of the administration that these are the <br />rates necessary for the effective operation of Springvale and the statement that they are <br />competitive, the proposal of which has not deterred league or other bookings and based <br />on the administration's assurance that this will allow Springvale to operate without any <br />further assistance from the General Fund in the form of monetary assistance or Labor and <br />finally that the issue of repayment by Springvale of money previously borrowed will be <br />addressed, she votes yes. Roll call continued: McKay, yes; Dailey, yes; Miller, yes, <br />with comment. He had questions when this issue was first presented and would Like to <br />thank Mr. Jesse for the study he presented on rates.
