Ordinance No. 2003-32 adopted. <br />Resolution No. 2003-34 introduced by Councilman Miller was given its second reading. <br />A resolution supporting the Cuyahoga County Mayors and Managers Association's study <br />of the feasibility of forming a regional water department similar to the Northeast Ohio <br />Sewer District, and declaring an emergency. <br />Ordinance No. 2003-36 introduced by Councilman Gareau was given its second reading. <br />An ordinance amending Section 1123.13 of the North Olmsted Zoning Code, entitled <br />"Finality of Board's Order," to permit the city to seek appellate review of determinations <br />made by the Board of Zoning Appeals. <br />Resolution No. 2003-37 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor to advertise for bids for catch basin, manhole, sidewalk, <br />curbing and pavement repairs at various locations in the City of North Olmsted as <br />detailed in the specifications on file, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder for said repairs, and declaring an emergency. <br />Resolution No. 2003-38 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor of the City of North Olmsted to renew the city's <br />contract with R. E. Warner & Associates, Inc., for an additional two-month period in <br />order to provide consulting engineer services to the city, pending the appointment of a <br />new City Engineer, and declaring an emergency. Councilman Limpert moved to amend <br />Resolution 2003-38 by changing Section 2 to add an additional $1,500 for environmental <br />engineering services, which will bring the total to $15, 500 over the next two months. <br />The motion was seconded by Councilman McKay and passed unanimously. Resolution <br />No. 2003-38 amended. Councilman Limpert moved for suspension of the rules requiring <br />three readings and committee review. The motion was seconded by Councilman McKay <br />and passed unanimously. Councilman Limpert moved for adoption, and the motion was <br />seconded by Councilman McKay. Roll call: Limpert, yes; McKay, yes; Nashar, yes; <br />Miller, yes; Kasler, yes, commenting that she was voting yes with the assurance that <br />every possible effort is being made to hire a permanent chief engineer and with the <br />expectation that we will no longer have to renew this request. A <br />resolution authorizing the Mayor to advertise for bids for the improvement of Lorain <br />Road from the Lorain County line to North Canterbury Road as detailed in the plans and <br />specif cations on file in the office of the City Engineer, authorizing the Mayor, following <br />approval of the Board of Control, to enter into a contract with the lowest and best bidder, <br />and declaring an emergency. Councilman Limpert moved for suspension of the rules <br />requiring three readings and committee review, and the motion was seconded by <br />Councilman Nashar.
