Council Minutes of 3/4/2003 <br />the belief of this group that our traffic code is outdated and not consistent with the state <br />law. In response to this, she contacted the North Olmsted Police Dept. regarding our <br />present traffic code. With the assistance of Mr. Miller, she has received legislation on <br />this topic from another city. This is an issue open for discussion. Mr. Oswald has asked <br />to make a presentation to Council. She will invite Mr. Oswald to make a presentation to <br />the Safety Committee, all Council members and residents who are interested in this issue. <br />She believes, after talking to the Police Department, that it is worthy of discussion with <br />regard to our traffic code. <br />Councilman Miller, chairperson of the Infra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on Tuesday, February 28. In <br />attendance were all members of Council, including the President of Council and the <br />Mayor and Law Director. The following items were discussed: <br />Resolution 2003-28, a resolution expressing support for the BRIDGE program and its <br />components: Adopt an Offer or Fire Fighter; Career Connections; Crossovers, After- <br />school Activities and declaring an emergency. This is a program addressed to 7a' and <br />8a' graders. It will support the joint efforts of the city Dept. of Human Resources, <br />through its Community Diversion program, and the North Olmsted Board of <br />Education to develop and implement a BRIDGE program in order to assist <br />community youths in learning to deal with alcohol, tobacco and other drug use and <br />abuse issues and to mobilize and promote healthy young development. Thanks to <br />Chris Allegra who made the presentation. At this point, the team group coordinating <br />this and going after some grant money, numbers six and their projected goal is to be <br />up and running in eighteen months. This is aprevention-oriented program. The <br />resolution is sponsored by all members of Council and the Mayor and was <br />unanimously recommended for approval and passage under suspension of the rule. <br />Resolution 2003-30, a resolution creating a new citizens' committee for the purpose <br />of gathering and presenting to City Council projects for consideration for the city's <br />Community Development Block Grant. (CDBG) applications for federal fiscal year <br />2004 through 200b. This is an annual type resolution that we pass in order to go <br />forward with the CDBG application process. The only amendment that was made <br />was recommended that the age bracket for one of the committee members would be <br />changed from b5 to 60 to make a wider field of eligible committee persons. Along <br />with that amendment, the resolution was recommended unanimously for approval. <br />Ordinance 2003-25, an ordinance creating new Section 139.12 and 141.08 of the <br />Administrative Code entitled respectively "Additional Duties of Safety Director" and <br />"Additional Duties of Service Director" in order to require the Directors of Public <br />Safety and Public Service to attend all regular meetings of the City Council. The <br />issue was discussed at length. As the majority of questions that come before Council <br />from the citizens routinely are questions that address either the Safety or the Service <br />Director, Council feels that it is imperative that these people be present. They agree <br />with the Mayor's comment that he can't know everything that is going on. He needs <br />the assistance of these people. If a citizen takes an evening off and gets the nerve up <br />to go to the microphone and is fiustrated enough to come here and ask a question, <br />they are entitled to an answer and to have the person who is responsible available to <br />7 <br />
