Council Minutes of 2/18/2003
Departmerrt is very busy communicating to all of Council. It is safe to say that all of
Council is going to stay focused on the business of trying to operate the city in the best
way they can, and that is his personal intention.
Jennifer Zarycki, 258b0 Byron Drive
^ Regarding the turn on Canterbury Road, she suggested a sign be installed that says,
"Turn Ahead," or perhaps making that a 30 mile per hour speed limit.
Safety Director Jesse said that was a good suggestion. He has discussed it with the Police
Chief and did discuss the idea of changing the speed limit in the curve. However, it
would not be an enforceable sign-it is more of an advisory sign. Putting up a "Curve
Ahead" sign and more warnings would be appropriate during the interim of the study
being completed. Several Council members and the Law Director agreed this should be
considered, and Mrs. Kasler said she would take the issue into the Safety Committee.
Mr. Miller suggested that the incidents on the road as noted by Mr. Kelley be included in
the statistics for the traffic study.
Bob Sekerak, 3028 Forest Lake Drive, Westlake
^ Asked for clarification on Council's policy on absences. Law Du-ector Dubelko said
there are Council rules that require that absences be excused for Council members.
President O'Grady noted that the excused absences relate to Council members only
and that the Mayor and members of the administration are guests at the meeting.
Charles Dial, 27959 Gardenia
^ Wanted to say for himself, and he believes almost everyone involved in the recall,
that he fully understands why Council does not want to get involved or take a stand
on the issue. The recall committee just wants to get it on the ballot so that the people
can decide. If it scares the administration straight, that would be good too.
LEGISLATION
Ordinance No. 99-7? introduced by Councilman Gateau was given its third reading. An
ordinance amending Sections 1126.02 and 1161.12 of the North Olmsted Zoning Code
relating to commercial lighting structures, as amended. Councilman Gateau moved for
adoption, and the motion was seconded by Councilman Nashar. Roll call: Gateau, yes,
commenting that this legislation has been around for a number of years. In the meantime,
the city has been without legislation adequately addressing commercial lighting and how
it impacts adjacent residential properties. Roll call continued: Nashar, yes; Miller, yes;
McKay, yes; Dailey, yes; Kasler, yes; Limpert, yes. The motion passed unanimously.
Ordinance No. 99-77 adopted.
Ordinance No. 2002-186 introduced by Councilman Nashar was given its third reading.
An ordinance providing for the amendment of the Zone Map of the City of North
Olmsted by changing the zoning of an approximately 5.5-acre vacant parcel of land,
known as Permanent Parcel Number 237-19-002, located south of Brookpark Road and
11
