Council Minutes of 2/18/2003 <br />east of Columbia Road, and the site of the proposed Rockwynd single family cluster <br />development, from One Family Residence District to Single Family Cluster District. <br />Councilman Nashar moved for adoption, and the motion was seconded by Councilman <br />McKay. Roll call: Nashar, yes; McKay, yes; Limpert, yes; Kasler, yes; Dailey, yes; <br />Miller, yes, commenting that he feels this project maximizes almost to the point of an <br />extreme the use of this property. He has some reservations about the project; however, it <br />impressed him that this developer has met with both city officials and the neighboring <br />residents and they are supportive of this. He will vote yes with certain reservations. Roll <br />call continued: Gareau, yes. The motion passed unanimously. Ordinance No. 2002-186 <br />adopted. <br />Resolution No. 2003-8 introduced by Councilman McKay on behalf of Mayor Musial <br />was given its third reading. A resolution authorizing the Director of Public Service to <br />make emergency purchases of road salt to supplement the existing contract for the <br />purchase of road salt for use on city streets, without public bidding, and declaring an <br />emergency. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Resolution No. 2003-8 adopted. <br />Resolution No. 2003-9 introduced by Councilman Limpert on behalf of Mayor Musial <br />was given its third reading. A resolution authorizing the Director of Public Service to <br />receive proposals and authorizing the Mayor to enter into an agreement for the design and <br />preparation of drawings for the repair of the Bradley Road and Windsor Drive culverts, <br />and declaring an emergency. Councilman Nashar moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Resolution No. 2003-9 <br />adopted. <br />Ordinance No. 2002-72 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Section 111.03 et seq. of Chapter 111 of the Administrative Code <br />(City Contracts) in order to establish a standardized request for proposals (RFP) process <br />for persons or firms proposing to provide personal services to the city, and declaring an <br />emergency as amended. <br />Ordinance No. 2003-12 introduced by Mayor Musial was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 2003. <br />Ordinance No. 2003-14 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing the compensation and benefits to be paid to all part-time hourly <br />employees employed by the North Olmsted Municipal Bus Line, and declaring an <br />emergency. <br />Resolution No. 2003-15 introduced by Mayor Musial was given its second reading. A <br />resolution amending Section 2 of Resolution No. 2002-150, which authorized the Mayor <br />to advertise for bids and to thereafter, following approval of the Board of Control, enter <br />into a contract or contracts for the construction of the new North Olmsted Library, in <br />order to increase the maximum expenditure authorized for construction of the building <br />12 <br />
