Council Minutes of 2/18/2003 <br />and other related site improvements, and declaring an emergency as amended. <br />Councilman McKay moved for suspension of the rule requiring three readings and noted <br />that it had been discussed in committee and amended. The motion was seconded by <br />Councilman Limpert and passed unanimously. Bill Kelley, 4161 Canterbury Road, asked <br />about "other related site improvemems." Knowing the budget on this project, is the <br />facility going to be smaller? Councilman Limpert said, to the best of his knowledge, no it <br />is not. It is going to be as approved by the various boards and commissions. Law <br />Director Dubelko said almost all the construction contracts have been awarded in <br />accordance with the original plans and specifications. There is no change as far as he <br />knows. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Resolution No. 2003-15 adopted. <br />Councilman McKay said this took extra work by Council to bring to passage due to a <br />number of decisions that were made without their knowledge or approval in the <br />beginning. Thanks to all of Council for considering the residents in keeping this on track <br />to get it done in a reasonable time. <br />Resohrtion No. 2003-16 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Tac Computer, Inc., providing for maintenance service for the Police Department's <br />computers and software programs, and declaring an emergency. <br />Ordinance No. 2003-17 introduced by Councilman Gareau was given its second reading. <br />An ordinance amending Section 167.02 of the Administrative Code, entitled "Director," <br />and creating new Section 177.02 of the Administrative Code, entitled "Removal of <br />Director," so as to provide that the Director of Personnel and Administrative Services and <br />the Director of Planning, like all other directors appointed by the Mayor, may be removed <br />only with the concurrence of two-thirds (2/3) of the members of Council eligible to vote, <br />and declaring an emergency. <br />Ordinance No. 2003-18 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing and directing the crediting of all revenues received from <br />emergency medical services and ambulance transportation billings in the year 2003, <br />which would otherwise be credited to the "Emergency Medical Services Fund," to the <br />General Fund, and declaring an emergency. <br />Ordinance No. 2003-19 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing and directing the crediting of all fines and costs received in the <br />year 2003 by the city from Rocky River Municipal Court as a result of the disposition of <br />traffic citations issued by Police officers while on "STOP" duty, up to a maximum <br />amount of fifty thousand dollars ($50,000.00), which would otherwise be credited to the <br />"STOP Program Fund," to the General Fund, and declaring an emergency. <br />13 <br />
