Council Minutes of 2/18/2003 <br />AUDIENCE PARTICIPATION <br />Charles Dial, 27959 Gardenia. <br />^ Presented a letter requesting a Charter amendment be placed on the ballot at the next <br />regular municipal election in November, 2003 that would require Council approval of <br />upper-level administration appointees. <br />^ The Mayor has said that those in the recall movement are election candidates in <br />disguise. He and Mr. Stott are not candidates for election. As to the cost of the recall <br />election, if there are other issues on the ballot, there is no extra cost. <br />^ The recall website is now up and running and is receiving far more traffic than had <br />been anticipated this early in its life. The website allows for the quick dissemination <br />of government-related information. It provides a safe hazbor for those who may <br />otherwise be afraid to bring information forwazd. <br />Councilwoman Kesler told Mr. Dial that legislation was being introduced this evening <br />sponsored by her and Councilmen Miller, Gareau and Nashar that is very similar to his <br />request for a Charter amendment. They will also discuss his request at the committee <br />meeting. <br />John Chesaz, 28469 Holly Drive <br />^ Asked Law Director Dubelko about his report when he spoke about employees <br />having part-time employment. What was that about and what was the outcome? Mr. <br />Dubelko explained the Building Commissioner had questioned whether or not one of <br />his full-time inspectors could have part-time employment with another community. <br />He has reviewed this issue and concluded there was no prohibition in the city's codes. <br />Doug Sebring, North Olmsted City Schools, 24100 Palm Drive <br />^ Spoke in favor of Resolution 2003-28, a resolution expressing support for the <br />BRIDGE program and its components. Chris Allegra and other city representatives <br />have bin working on this program for some time. This program is just one more <br />extension of what the city has done so well in establishing good connections between <br />the children in North Olmsted and our community services, particularly the police <br />and now bringing into play the Fire Department. Over the years, Chief Ruple has <br />done an exemplary job of getting officers into schools. Children are comfortable as is <br />the teaching and support staff in having officers walk through the schools. It's not a <br />disturbance--it's something that's a normal course of events. This is an excellent <br />opportunity to build on the good relationship that currernly exists between the city <br />and schools. Compliments to Council for considering this and also the work of Mr. <br />Copeland and Ms. Allegra and Lt. Gallagher of the Police Department. They have <br />done an outstanding job of formulating a plan, and they built good support within the <br />school community. This will serve the children and pazents into the future. <br />Bill Kelley, 4161 Canterbury Road <br />• Continues to be concerned about the speed limit on County Road 84 (North <br />Canterbury Road) as it is a safety issue with vehicles not always able to manipulate <br />the dangerous S curve between Byron and Sweetbrier. These incidents do not end up <br />on any accident reports. He would like the Law Director to petition the Director of <br />8 <br />
