Council Minutes of 2/18/2003 <br />to enter into an agreement for a feasibility study on this effort to connect to Avon Lake. <br />That would, in fact, include then an investigation of all of those issues that remain. <br />4) Issues brought to the committee's attention by Mrs. Weir, school guard at Sweetbrier <br />and Canterbury. One issue concerned the overhead signalization on Canterbury and <br />Sweetbrier. The second issue was the curbing at that corner. Mr. Dubelko's efforts with <br />the Safety Committee have been very helpful. He has done quite a bit of work on this <br />issue, and he has made some recommendations to the Service and Safety Departments. <br />She will follow that up with a formal request that those be addressed and brought back to <br />the Safety Committee. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) On February 13, the committee met to discuss two <br />ordinances.: <br />Ordinance 2002-72, an ordinance creating new Section 111.03 of Chapter 111 of the <br />Administrative Code in order to establish a standardized request for proposal (RFP) <br />process for persons or firms proposing to provide personal services to the city and <br />declaring an emergency as amended. This has been reported out in the past. The <br />only issue that seemed to be unresolved was whether this would apply to bond <br />counsel. It was agreed by the committee to recommend passage as this ordinance <br />exists now and let the Law Dept. address the separate issue of bond counsel and how <br />it would apply. In the past, bond counsel has been utilized on an as-needed basis and <br />there was a question as to whether or not separate legislation would be needed. The <br />Law Department will pursue that issue. The committee unanimously recommended <br />approval. <br />Ordinance 2003-17, an ordinance amending Section 167.02 of the Administrative <br />Code entitled "Director" and creating new Section 177.02 of the Administrative Code <br />entitled "Removal of Director" so as to provide that the Director of Personnel & <br />Administrative Services and the Director of Planning, like all other directors <br />appointed by the Mayor, may be removed only with the concurrence of two-thirds of <br />the members of Council eligible to vote and declaring an emergency. The positions <br />of Safety, Service and Human Resources Directors are created by Charter, and those, <br />as they exist now, require the two thirds vote for removal from Council. This <br />ordinance would simply require that the positions of Director of Personnel Director of <br />Planning, which are created by ordinance, have the same provisions for removal, a <br />two-thirds vote of Council. All members of the committee and the Mayor <br />recommended approval. <br />Councilman Dailey, chairperson of the Transportation Committee: <br />1) The Transportation Committee met on Tuesday, February 11, to discuss Ordinance <br />2003-22. In attendance were all committee members, all members of Council, the <br />Mayor, the Law Director, the Director of Safety, the Director of Finance. There are <br />questions before the Law Director and before the Personnel Director, and the legislation <br />is being held in committee. <br />7 <br />
