Council Minutes of 2/4/2003 <br />REPORTS <br />Mayor Musial: 1) Received a communication from ODOT that they aze planning to <br />repair and resurface 6.8 miles of I-480 between the Lorain County line and the bridge <br />over the Rocky River. Construction is currently planned and scheduled to begin eazly in <br />2004. In order to minimize the impact to residents, the Department of Transportation <br />intends to require night work for main line and ramp paving operations. They aze going <br />to remove and replace the entire overlay. The total cost of the renovation is $10.3 <br />million. Approximately 5 1/2 miles is in North Olmsted. The cost per mile is $1.589 <br />million. The cost of the project that is involved with North Olmsted is $8.7 million. The <br />good aspect about this is the cost to North Olmsted is zero. This is going to be handled <br />totally by the Ohio Department of Transportation. <br />2) Today he appeared before the Cuyahoga County Board of Commissioners along with <br />Mayor Clough from Westlake and made a presentation to the three commissioners. He <br />pointed out that it should be recognized that the city has been involved with the extension <br />of Crocker Road for some 16 or17 years when the residents of North Olmsted first voted <br />and approved the extension. He told the commissioners that our roads aze being damaged <br />severely because a lot of residents are departing at the intersection of Crocker Road and <br />Center Ridge Road and coming down Porter Road. Also, he pointed out that in these <br />days of budgetary problems that it would be a tremendous asset to the City of North <br />Olmsted if we were able to get this put through because we're talking about potentially a <br />major development on Stearns Road and the economic awakening of the western part of <br />North Olmsted. He is pleased to report that the County Board of Commissioners <br />unanimously approved the resolution that was proffered by the Cuyahoga County <br />Engineer. This means that they are able to use the license fee monies and the other <br />monies that has been accumulated in the County Engineer's office for the purchase of <br />property necessary to go through with the extension of Crocker Road. Currently, they're <br />looking at starting in 2005 on Crocker Road. He cornacted Dennis Kucinich's office as <br />the Congressman is trying to get North Olmsted funds through the federal Department of <br />Transportation, but there is no information at this time. <br />3) The city is scheduling meetings with the North Olmsted Chamber of Commerce to <br />discuss ways as to enable the renovation of Lorain Road from the western county line to <br />roughly Canterbury Road to be accomplished without disturbing greatly from an <br />economic point of view the merchants and businesses along Lorain Road. <br />4) Read a memorandum. from the Law Director regarding the police investigation of <br />Richard Jesse. "This is in response to your memorandum to me dated January 29, 2003 <br />in which you requested a status report on the investigation of Richard Jesse, Director of <br />Public Safety, currently conducted by Michael Murman. I should first note that Michael <br />Murman was not appointed to conduct an investigation of the Safety Director. Instead, <br />he was appointed to review the results of a certain Police Dept. investigation relating to a <br />statement made by the Safety Director at the November 19, 2002 regular meeting of City <br />Council and to make a legal ruling as to whether probable cause existed to believe that a <br />crime was committed. I was officially advised on Jnauazy 24, 2003 that Mr. Murman had <br />concluded, with respect to the statement made by the Safety Director at the November 19, <br />2 <br />
