Council Minutes of 1/21/2003 <br />represent the municipal corporation members in communications, understandings, <br />uniform approaches and exchange of information between the Council of <br />Governments and the City of Cleveland with respect to water service, system and <br />local operations, rates, maintenance and capital improvements and declaring an <br />emergency. The Mayor indicated to the committee that this organization has been <br />around for a while, that the purpose is just as was described to increase <br />communications and keep the information flow going. It doesn't give them any <br />particular powers, but a show of strength and unanimity may help in addressing some <br />of the issues. Whereas, prior to this, the City of Cleveland pretty much wielded all <br />the power. The committee recommended approval with suspension of the required <br />three readings. <br />Councilman Gareau commented that an amendment to the Charter with regard to the <br />membership and qualifications of the Landmarks Commission had been passed at the <br />November election. At the last Council meeting, Council unanimously voted to reappoint <br />Mrs. Betty Lord, Mrs. Maryellen Davis and Mr. Joe Lang to the Landmarks Commission. <br />However, it was brought to Council's attention by the Director of Law that those <br />individuals were reappointed without assessing their qualifications pursuant to the <br />Charter that was amended in November. Councilman Gazeau made a motion to <br />reconsider the reappointments of Mrs. Lord, Mrs. Davis and Mr. Lang until Council can <br />properly assess their qualifications and hopefully get them back on the commission under <br />the new guidelines. The motion to reconsider the vote was seconded by Councilman <br />Miller and passed unanimously. Councilman Gazeau asked that the matter be taken back <br />into the Intra-Governmental Relations and Legislation; Long-Range Planning Committee <br />for further discussion. <br />AUDIENCE FARTICIPATION <br />Paul Bazker, 23629 Carnage Lane, said that he had received the communication <br />regarding the Landmarks Commission. However, with the appointments made by <br />Council at the last meeting, the Landmarks Commission had met and appointed Mr. Lang <br />and Mrs. Lord as chairman and vice-chairman. He believes that Mr. Lang would fulfill <br />the new requirements as he does live in a historical district and he has rebuilt his <br />historical home. He believes that Mrs. Lord and Mr. Lang have been members of the <br />Landmazks Commission since its inception or very close to it. He would hope that those <br />qualifications would help to keep them on the Landmarks Commission because they are <br />both very important and knowledgeable people for that commission. <br />Law Director Dubelko said that, with the reconsideration of the appointments, the three <br />members continue to serve under their old term until such time as new appointments or <br />they are reappointed. So it's okay for them to serve as chairman and vice-chairman until <br />such time as this matter is resolved. <br />Charles Dial, 27959 Gardenia. <br />^ Wished to speak about the recall of our mayor.
