Council Minutes of 1/21/2003 <br />into Canterbury Road providing no protection for the children waiting to cross or to <br />Mrs. Weir should a car jump the curb or slide in that area. It was requested that the <br />Safety Director immediately address this issue with Mrs. Weir and the Engineering <br />Department to determine if an engineering change is necessary on this corner for the <br />safety of the children in that area. It was requested that the Safety Director report <br />back to the Safety Committee on this issue. <br />3) A Public Safety Committee was held on January 21 with regard to a transfer of a <br />liquor permit from the former Tony Roma's at Great Northern Mall to the new Daishin <br />Japanese Steakhouse at the same location. It is a transfer of a DS and D6 permit, which is <br />to se111iquor on premises and a Sunday permit. This permit was approved by the Police <br />Dept. and there is no objection on their part. Councilwoman Kasler moved that Council <br />have no objection to the transfer of the liquor permit from the old Tony Roma's to <br />Daishin Japanese Steakhouse. The motion was seconded by Councilman Miller and <br />passed unanimously. <br />4) The Safety Director was asked to come forward to give a status report of the target <br />enforcement signs on Canterbury Road. Safety Director Jesse said he had met with Chief <br />Ruple and the Service Department sign person about the signs. It was determined that the <br />target enforcement signs would not be the exact sign for that location, but there would be <br />signs that would be installed that said, "Speed Zone Ahead." It was his understanding in <br />the meeting that the signs would be put in as soon as possible. However, there are some <br />enforceability issues as well as questions related to the target enforcement zone signs. <br />The target enforcement zones are for temporary use only for a period of 30 or 60 days, <br />very much related to radar enforcement, and/or in the case of right turn only, surveillance <br />enforcement. Therefore, it was felt that the "Speed Zone Ahead" would have a more <br />permanent approach and more warning to the motorists. It was suggested to Mr. Jesse <br />that the signs be placed as soon as possible for safety reasons until the speed limit issue is <br />resolved. Mr. Jesse noted that there would also be increased enforcement. <br />Councilman Miller, chairperson of the Infra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) Thank you to all city workers for their work during <br />this cold weather. <br />2) The committee met an January 13. In attendance were committee members Kasler and <br />Miller. The following items were discussed: <br />^ Resolution 2003-3, which authorizes the Mayor of the City of North Olmsted to <br />execute an amended agreement with the Westshore Council of Governments <br />municipal corporations in order to extend to all Westshore Enforcement (WEB) <br />special agents the same authority previously granted to the WEB special agent-in- <br />charge and declaring an emergency. Ultimately, this gives all WEB agents full <br />police powers: arrest, carrying fuearms, etc. as the special agent-in-charge currently <br />has. The committee recommended approval and passage under suspension of the <br />rules this evening. <br />^ Ordinance 2003-4, a resolution authorizing membership in the Suburban Water <br />Regional Council of Governments formed pursuant to Chapter 167 of the ORC to <br />9 <br />
