Council Minutes of 1/21/2003 <br />Law Director Dubelko agreed with Mr. Gazeau's commems. With regazd to the part of <br />~~ the letter saying that damage would be done to the City of North Olmsted by circulating <br />the petition, Mr. Ebert does not speak at all for any city public officials except for the <br />Mayor perhaps in his private capacity. He is very concerned about the damage we do to <br />our community, as is Mr. Gazeau, if we stop efforts by citizens to exercise their rights. <br />He is offended by that comment also. <br />LEGISLATION <br />Ordinance No. 2002-175 introduced by Councilman Gateau and Mayor Musial was given <br />its third reading. An ordinance creating new Section 131.01 of the Administrative Code, <br />entitled "Mayor's Contract Authority" in order to provide the Mayor with limited <br />authority to execute contracts involving expenditures of two thousand dollazs or less <br />without express Council authorization, and declaring an emergency as amended. <br />Councilman Gateau moved for adoption. The motion was seconded by Councilman <br />Nashar and passed unanimously. Ordinance No. 2002-175 adopted. <br />Resolution No. 2002-203 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor to enter into a corrtract with Unitech Parts Company for <br />the purpose of purchasing a wiring diagram for the elevator located at the Police <br />Department, and declaring an emergency. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman Gateau and passed unanimously. Resolution No. <br />2002-203 adopted. <br />Resolution No. 2003-3 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to execute an amended <br />agreement with the Westshore Council of Governments ("COG") municipal corporations, <br />in order to extend to all Westshore Enforcement Bureau ("WEB") special agents the <br />same authority previously granted to the WEB special agent-in-charge, and declaring an <br />emergency. Councilman Miller moved to suspend the rules requiring three readings and <br />noted it was reviewed by committee and recommended for approval by suspension. The <br />motion was seconded by Councilwoman Kesler and passed unanimously. Councilman <br />Miller moved for adoption. The motion was seconded by Councilman Gateau and passed <br />unanimously. Resolution No. 2003-3 adopted. <br />Resolution No. 2003-4 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing membership in the Suburban Water Regional Council of <br />Governments formed pursuant to Chapter 167 of the Ohio Revised Code to represent the <br />municipal corporation members in communications, understandings, uniform approaches <br />and exchange of information between the Council of Governments and the City of <br />Cleveland with respect to water service, system and local operations, rates, maintenance <br />and capital improvements and declaring an emergency. Councilman Miller moved to <br />suspend the rule requiring three readings and noted it had been reviewed by committee. <br />The motion was seconded by Councilman Gateau and passed unanimously.
