Council Minutes of 1/21/2003 <br />Resolution No. 2003-5 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Costin + Company, providing for GAAP conversion assistance professional services <br />for the 2002 fiscal year, and declaring an emergency. Councilman McKay moved for <br />suspension of the rule requiring three readings and noted that it had been reviewed by <br />committee. The motion was seconded by Councilman Limpert and passed unanimously. <br />Councilman McKay moved for adoption. The motion was seconded by Councilman <br />Limpert and passed unanimously. Resolution No. 2003-5 adopted. <br />Resolution No. 2003-6 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with LDMI Telecommunications, Inc., providing for long distance telephone services for <br />the city for atwo-year term, and declaring an emergency. <br />Ordinance No. 2003-7 was introduced and placed on first reading by Council Member <br />Kesler on behalf of Mayor Musial. An ordinance to make and transfer appropriations for <br />current expenses and other expenditures for the City of North Olmsted for the year <br />ending December 31, 2003. Councilwoman Kesler moved for suspension of the rules <br />requiring three readings and committee review and noted the subject of the legislation <br />was discussed in committee. The motion was seconded by Councilman Gareau and <br />passed unanimously. Councilwoman Kesler moved for adoption. The motion was <br />seconded by Councilman Gareau and passed unanimously. Ordinance No. 2003-7 <br />adopted. <br />Resolution No. 2003-8 was introduced and placed on first reading by Councilman <br />McKay on behalf of Mayor Musial. A resolution authorizing the Director of Public <br />Service to make emergency purchases of road salt to supplement the existing contract for <br />the purchase of road salt- for use on city streets, without public bidding, and declaring an <br />emergency. <br />Resolution No. 2003-9 was introduced and placed on first reading by Councilman <br />Limpert on behalf of Mayor Musial. A resolution authorizing the Director of Public <br />Service to receive proposals and authorizing the Mayor to enter into an agreement for the <br />design and preparation of drawings for the repair of the Bradley Road and Windsor Drive <br />culverts, and declaring an emergency. <br />Resolution No. 2003-10 was introduced and placed on first reading by Councilman <br />Gareau on behalf of Mayor Musial. A resolution dispensing with an RFP process and <br />authorizing the Mayor to enter into an agreement with Jeffrey A. Grusenmeyer & <br />Associates, Inc., to serve as plans examiner for the North Olmsted Building Department, <br />and declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Limpert and passed unanimously. Councilman Gareau moved for adoption, <br />and the motion was seconded by Councilman Limpert.
