Counci[ Minutes of 1/7/2003 <br />is actually from August 31, 2002 to August 31, 2003. The fees that she will be paid <br />are percentage based, based upon people who enroll in her classes. There is an <br />increase in the percentage she is entitled to with an increase in the revenue generated. <br />The more people involved, the more she is inclined to make at a higher percentage. <br />This agreement does also include the new mandatory background check for any <br />contractor working with children in the city. However, given the absence of a <br />Schedule A that was supposed to be attached to the agreement, it was decided by the <br />committee to hold the matter into committee until a review on January 7. <br />^ An issue regarding the theft of personal property at the Recreation Center brought <br />forward by Mr. Marvin Stotz. A discussion ensued regarding the security at the <br />Recreation Center. Safety Director Jesse advised that there really was no current <br />security policy in place. Guests who use the facility are not recorded when they <br />enter. There are multiple points of ingress and egress throughout the building that <br />are not monitored by personnel or cameras. The doors do not have alarms on them <br />when opened. There aze no security cameras at the facility. Mr. Jesse advised this <br />matter was brought to his attention, and the city will be taking a look at the security <br />issue. He advised that at a minimum to start, they will be looking at signs to remind <br />people to lock up their valuables. However, Mr. Stotz's valuables were locked up at <br />the time they were stolen. Mr. Jesse said this issue would be addressed with the new <br />Recreation Commissioner. <br />2) The Recreation Committee met on January 7. All committee members were present. <br />The committee discussed Ordinance 2002-207 as Schedule A had been distributed to <br />Council. There were no further questions regarding the Schedule. The committee <br />recommended approval of the ordinance. <br />3) The Recreation Commission met on Thursday, December 19, for the purpose of <br />interviewing candidates for the Recreation Commissioner position. A total of four <br />candidates were interviewed. Members of the commission were each afforded an <br />opportunity to question the candidates on matters concerning past experience, budgeting <br />skills, personnel development, achievement and past successes together with suggestions <br />for the facility based on their knowledge of the facility and its programs. The <br />commission recommended three of the four candidates and forwarded those names to the <br />Mayor for further review and selection of eventual appointment. This is the first time <br />that anyone can recall the Recreation Commission being used in the selection of a <br />Recreation Commissioner. The commissioner was pleased to have the opportunity to be <br />involved in the process. <br />4) The Recreation Commission met on Monday, January 6. Agenda items were as <br />follows: <br />A presentation from Special Children First, Inc. This company will be taking over <br />services previously provided by Horizons to children with special needs. Horizons is <br />no longer in that type of business. Human Resources Director Copeland advised the <br />commission of the program and how it seeks a partnership with the city and Rec <br />Center in order to advance programs for children with physical and developmental <br />11 <br />
