Council Minutes of 1/7/2003 <br />~~,,, Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) On December 23, the committee met to discuss <br />Resolution 2002-202, a resolution urging the Ohio General Assembly to adopt HB 280 <br />and 281 so as to establish astate-wide ban on the use of hand-held cellular telephones <br />while driving motor vehicles on Ohio's roads and highways and declaring an emergency. <br />This issue has been discussed at length at various times. The committee voted 2-0 to <br />recommend approval but hold in committee urrtil new HB numbers are assigned for this <br />year's legislative session. <br />2) Appointments to various boazds and commissions: <br />^ Councilman Miller moved to approve the re-appointment of Brian Zergott to the <br />Architectural Review Board for a term beginning 1/1/03 and ending 12/31/04. The <br />motion was seconded by Councilman Nashaz and unanimously approved. <br />^ Councilman Miller moved to approve the re-appointment of Shannon Hoff Smith to <br />the Planning Commission for the term 1/1/03 to 12/31/07. The motion was seconded <br />by Councilman Gazeau and passed unanimously. <br />^ Councilman Miller moved to approve the re-appointment of Betty Lord and <br />Maryellen Davis as mayoral appointments and Joe Lang as Council's appointment to <br />the Landmarks Commission for the term of 1/1/03 to 12/31/04. The motion was <br />seconded by Councilman Nashaz and passed unanimously. <br />^ Councilman Miller moved to approve the re-appointment Bonnie App, Laurel <br />Beach, Christine Kilbane and Royden Garland to the Cultural Arts Commission for <br />the term 1 / 1 /03 to 12/31 /03 . The motion was seconded by Councilman Gazeau and <br />passed unanimously. <br />Mr. Miller noted these citizens volunteer their time on these boazds and commissions. <br />They give up their personal and family time to serve. On behalf of Council and the <br />Mayor, they and all others who serve, are thanked and their efforts aze appreciated. <br />3) Councilman Miller moved to appoint Councilman Sohn Dailey as Council's <br />representative to the Housing Council for the unexpired term of Councilman McKay. <br />The motion was seconded by Councilman Gareau and passed unanimously. <br />Councilman Gareau, chairperson of the Recreation Committee: 1) The committee met <br />on December 23. All committee members were present. Two items were on the agenda: <br />Review of Ordinance 2002-207, an ordinance authorizing the Mayor of the City of <br />North Olmsted to enter into a contract renewing the agreement between the city and <br />Karrie Ska11 Tipton for the provision of gymnastics and instruction at the North <br />Olmsted Recreation Center and declaring an emergency. This was another contract <br />setting forth the obligations of an independent contractor who provides services to <br />the Recreation Department. Ms. Tipton will provide gymnastic equipment, <br />instruction and related services to the city. She has been engaged in this capacity for <br />some time now. This is simply a renewal of her contract. Ms. Tipton has been <br />working without a contract for some period of time. Accordingly, the contract time <br />10 <br /> <br />
