Council Minutes of 1/7/2003 <br />not hiring a permanent engineer, what projects are being undertaken that would require a <br />consulting engineer, what would be the hourly rate, how was the hourly rate arrived at, <br />what standards were used and what process has been used to recruit a permanent <br />engineer, is the Assistant Engineer to fill in as the City Engineer? Service Director <br />Creadon responded to all questions. The most importazrt response was that the city could <br />lose the Lorain Road rehabilitation project if the plan is not received by the county by <br />February 27. The level of the duties required by the city is too large a burden for the <br />Assistant Engineer to do alone when it was previously done by three engineers. The <br />committee recommended approval. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on December 23. Present were committee members McKay, <br />Gareau, Nashaz; Councilman Limpert; Law Director Dubelko. The following was <br />discussed: <br />^ Ordinance 99-110, introduced by Councilman Miller, an ordinance creating a new <br />Section 1119.06 of the N. Olmsted Zoning Code requiring that developers report <br />certain income tax information to the city prior to obtaining occupancy permits <br />following commercial construction or new residential construction. It was <br />recommended by the Law Director that this ordinance be held for further review. <br />The Law Director will discuss it with the Finance Director. Ordinance 99-110 is <br />held in committee. <br />2) The BZD Committee met again on Tuesday, January 7, to discuss the proposal for the <br />Speedway Gas Station, 26516 Lorain Road., at the intersection of Lorain and Brookpazk <br />roads. Present were committee members Gazeau, McKay, Nashar; Councilmen Limpert <br />and Miller; Assistant Building Commissioner Rymazczyk and Law Director Dubelko. <br />Speedway was represented by several individuals. They plan to demolish the building <br />and canopy and rebuild a new building approximately 2,300 square feet. The building <br />will be alt brick. The canopy sparked a lengthy discussion. The committee members <br />would like brick pillars at the canopy. Due to the cost factor and design, this proposal <br />will be held for further review. Speedway is asked to come back again with a revised <br />plan for the canopy showing a variation of colors to match the proposed building. The <br />proposed canopy is primarily white, and the building is a brown brick. This is a prime <br />location in the city, and the committee would like them to come back with a different <br />color scheme for the canopy. <br />Councilman Miller, member of the Public Safety, Health & Welfaze Committee: 1) The <br />committee met on January 7, 2003, to discuss a DS liquor license for the Chipotle <br />Mexican Grill, located at 26777 Lorain Road. (The former Park-N--Ride location.) The <br />committee unanimously recommended that Council not object to the liquor license. <br />Councilman Miller moved that Council have no objection to the DS liquor license for the <br />Chipotle Mexican Grill, located at 26777 Lorain Road. The motion was seconded by <br />Councilman Nashar and passed unanimously. <br />9 <br />
