Council Minutes of 1Y1/2003 <br />^ Mr. Waken expressed concern about Ordinance 2003-2. As a resident who works <br />outside the city, it's a 30% tax increase. He believes other people should share the <br />burden. He believes the golf course is a money pit. Citizens don't mind sharing the <br />burden, but they want to see who else is going to share it with them. Bazgaining units <br />don't want to take a pay cut; he wouldn't either. Citizens want services. Already side <br />streets aren't being salted. Residents feel the cuts. They are chipping in and <br />tightening their belts, and they want to know who else is going to do so. <br />Mr. Miller said he would ask if the lack of aturn-around on Kennedy Ridge would affect <br />safety vehicles. The Mayor will get the answer. <br />Bill Kelley, 416 Canterbury Road <br />• He is very concerned about the speed limit change on Canterbury Road. Since 1990, <br />it has been a county road. He does have a copy of the agreement signed in 1990, and <br />it contains a lot of "legalese" and is very ambiguous. The speed limit was changed <br />without anybody's knowledge. As of last Council meeting, no one wanted to take <br />credit for it. He is asking again, who ordered the change from 25 to 35? Mayor <br />Musial said that, when Canterbury Road was rehabed in 1990, the city entered into a <br />contract with the county that the road would be a through road which calls fora 35 <br />mph speed limit. However, it continued to be 25 mph. There were some discussions <br />with former Traffic Engineer Lazry Griffith who prepared a report saying that, since it <br />was a through road, perhaps the speed limit should be 35 mph. It is possible to <br />petition the state with regards to maintaining the 25 mph if it meets the required <br />warrant. That would also require an agreement to negate the effect of the contract <br />that was entered into between the city and the county with regards to the through road <br />aspect, 35 mph azea. There have been a series of memos transferred back and forth, <br />and it appears that it was a conclusion that Canterbury Road should be 35 mph. This <br />was supposed to have been transmitted to the Police Dept., but apparently was not. <br />The signs went up and there was confusion. Mr. Kelley again asked, who ordered the <br />change? The Mayor said he would check into it. Mr. Kelley lives at the crossroad of <br />Sweetbriaz and Canterbury and has watched vehicles not making the curve and <br />sliding onto the crosswalk. This is a safety issue, especially for the children who <br />walk to school. Also, a fire hydrant has not been in working order for ten days. The <br />Mayor will check to see if the fire hydrant has been reported. Mr. Miller said he <br />inquired of Safety Director as to whether or not the Police Dept. was aware of the <br />change. Mr. Jesse wrote back: "The Chief was advised by me in November of the <br />changing of the signs to 35 happening `in the near future.' He was to be advised of <br />the actual installation by the Service Dept., but apparently there was some <br />miscommunication between the Police and Service Departments regarding the actual <br />speed limit change. This may have caused some confusion." This did cause <br />confusion. Also, he noted there is a slightly bent pole on the S curve that has wires <br />dangling and wondered if it was part of the fire hydrant incident. Mr. Kelley said it <br />was a separate incident. Mrs. Kasler said she intended to ask that this issue be put <br />into a Safety Committee meeting next week. Anyone who is interested in attending, <br />please leave their names. <br />14 <br />
