He indicated to the owner <br />that he would request the Law Director to review the city ordinances with regard to <br />swales. <br />4) A leak developed on the roof of Fire Station No. 2. Building Maintenance looked at it <br />and determined that it was beyond their expertise. Colony Roofing was contacted and the <br />roof has been fixed, at least temporarily. Chri$ Bosworth from the County Health <br />Department inspected the fire station for possible mold infestation but concluded that at <br />this time there is little or no problem <br />5) The city has considered funding construction of a new Fire Station No. 2 by using the <br />fees that would be generated from the EMS services of residents. At this time, those fees <br />are being directed, at least partially, into the General Fund. Hopefully, after the <br />economic problems are over, consideration will be given to re-directing those fees into a <br />fund to build a new Fire Station No. 2. Safety Director Jesse has preserved a packet to all <br />members of Council for their consideration, review and information. <br />6) Over the last several weeks, he has listened to many and various comments concerning <br />an investigation against himself and his administration regarding the use of Springvale <br />and alleged discounts his law firm has received for its usage. He, like everyone else, is <br />waiting for a decision from the Ohio Ethics Commission and to hear the errtire complaint. <br />When the facts are presented to all, he will make a decision regarding the situation in <br />accordance with those findings. With regards to the decisions made in the appointment <br />of directors, he accepts full responsibility for those appointed and the salaries. With <br />regard to the recall, he understands that North Olmsted residents have the right to recall <br />any elected official, and he respects that right. But he urges caution in anyone signing a <br />petition to recall until all the facts are learned. He would like to present accomplishments <br />of his administration: With the help of former Law Director Mike Gareau Sr. and <br />Council, an overlay district was created and the RTA Park-N-Ride area was constructed <br />on Great Northern Boulevard at no cost to the city; RTA will construct a new bus garage <br />in the western part of North Olmsted, and the city has purchased the land; a street lighting <br />installation program was initiated; improvements have been made to Springvale; road <br />improvements continue to be done; construction of a new library will begin in 2003; a <br />skatepark, located behind the Rec Center, was built with private donations; extensive <br />improvements were made to the Rec Center; improvements were made at the North <br />Olmsted Park; a traffic signal light was installed at the intersection of Driscoll Lane and <br />Dover Cerrter Road; the Northern Ohio Golf Association took over the North Olmsted <br />Golf Course and are constructing an administrative building and museum; a Cultural Arts <br />Commission was activated; his administration worked with principals to provide and <br />pave the way for such developments as Dillard's, Donato's, Chambers Funeral Homes, <br />Duke Realty Corporation Center IlI; installation of new technology for the Waste Water <br />Treatment Plant; no projected increase in sewer rates through 2005; reduction in sewer <br />charges for users of less than 1 unit per quarter; a bike patrol and a canine unit were <br />established in the Police Department; created a Vision 2000 and Beyond Task Force; a <br />North Olmsted Foundation Inc. was created to achieve the goal of 2075 City of North <br />Olmsted financial independence; with the cooperation of the Finance Director, the city's <br />bond rating was increased. Where is the city now? Our budget is tight. <br />Capital improvements involving expenditures out of our General Fund will total <br />approximately $185,000.
