Council Minutes of 1/7!2003 <br />,~,: Councilman Dailey said, because of the recent snowfall, he has received numerous phone <br />.~~ calls regarding the condition of the inner streets due to the new salting policy. Yesterday, <br />he witnessed a school bus slide past his son and also heard about a school bus on <br />Alexander Drive which jumped the curb because of sliding on the snowy street. He <br />asked the administration to re-visit the decision about not salting the inner streets and <br />perhaps contact the schools to poll the bus drivers to see if they aze having a problem. <br />Tonight residents talked about safety, and we may have a safety concern with the no salt <br />policy. Mayor Musial said he had a meeting with school officials this morning and <br />discussed the issue. The school gave the administration a listing of streets which they <br />consider to be important in terms of maintaining clearance. The list will be evaluated and <br />another meeting will be held with the school officials. <br />Councilman Nashar scheduled a BZD Committee meeting for January 14 at 6:30 p.m. to <br />again discuss the Speedway Gas Station at 26516 Lorain Road. Also, Councilman Miller <br />has asked that Ordinance 99-110 be re-visited. He asked Law Director Dubelko if he had <br />an opportunity to review the ordinance. Law Director Dubelko said he had not had an <br />opportunity and that it requires input from the Finance Director and Building <br />Commissioner. The Finance Director and Building Commissioner have to meet to decide <br />whether or not there is a reasonable way to amend Ordinance 99-110 to have a workable <br />system in place. Once they get together and report their decisions to the committee, he <br />can draft any changes. Finance Director Copfer said she was in contact with Mr. Miller. <br />She and the Building Commissioner have met and feel that there is some duplication with <br />the legislation that was passed on contractor registration. They want to make sure that <br />they are not overburdening people who are applying for permits. Also, they want to <br />make sure there is a problem before we start legislating. She has been trying to get <br />information from RITA on specific contractors, fvr example, the Dillazd's. She has sent <br />that list four times of all the contractors and subcontractors, and she wants to know what <br />they have paid. She hasn't gotten the information although she has requested it <br />repeatedly. She was told she would have it today, but she does not have it. A resident <br />had suggested drafting something similar to a prevailing wage form, and she is looking at <br />that as an avenue to accomplish the goal without the city having to do too much work. <br />Possibly, the contractors may be doing the work for other reasons and their efforts won't <br />be duplicated. We are moving forward, but she will not be prepared to talk about this by <br />next week. Mr. Miller asked that the legislation still be discussed because there is a bit of <br />catch up of information that needs to be shazed between Council, the Law Director, the <br />Finance Director and Building Commissioner Conway. He understands the fiustration of <br />needing numbers and not getting them. He does not want to duplicate what another <br />ordinance is already doing, but he does wairt to assure that the city is collecting all <br />necessary taxes. Mrs. Copfer said she is trying to prove or disprove that theory, but she <br />hasn't been able to get the information she needs from RITA. A Building Department <br />representative, arepresentative from the Engineering Department, the Law Director and <br />Finance Director are asked to attend the committee meeting. <br />Councilman Limpert asked the members of Council to submit to him streets or drainage <br />problems that they are awaze of. The Streets & Drainage Committee will then tour those <br />areas to consider capital improvements for this year. <br />21 <br />~r, <br />M <br />
