Council Minutes of 1/7/2003 <br />Resolution No. 2002-209 imroduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to make an emergency purchase of a <br />new generator for the LeBern Lift Station, and to authorize the Mayor, if necessary, to <br />enter into a contract for said emergency purchase, all without competitive bidding, and <br />declaring an emergency. Councilman McKay moved for suspension of the rule requiring <br />three readings and noted the legislation had been reviewed by committee. The motion <br />was seconded by Councilman Limpert and passed unanimously. Councilman McKay <br />moved for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Resolution No. 2002-209 adopted. <br />Ordinance No. 2003-2 was introduced and placed on first reading by Councilman <br />McKay. An ordinance amending Section 1501.1901 of the City Taxation Code in order <br />to reduce the tax credit for residents of the city who earn income in another municipality <br />from one hundred percent (100'/0) to seventy percent (70%), and declaring an emergency. <br />Resolution No. 2003-3 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor of the City of North Olmsted to execute an amended <br />agreement with the Westshore Council of Governments ("COG") municipal corporations, <br />in order to extend to all Westshore Enforcement Bureau ("WEB") special agents the <br />same authority previously granted to the WEB special agent-in-charge, and declaring an <br />emergency. <br />Resolution No. 2003-4 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing membership in the Suburban Water Regional Council of <br />Governments formed pursuant to Chapter 167 of the Ohio Revised Code to represent the <br />municipal corporation members in communications, understandings, uniform approaches <br />and exchange of information between the Council of Governments and the City of <br />Cleveland with respect to water service, system and local operations, rates, maintenance <br />and capital improvements and declaring an emergency. <br />Resolution No. 2003-5 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Costin + Company, providing for GAAP conversion assistance professional services <br />for the 2002 fiscal year, and declaring an emergency. <br />Resolution No. 2003-6 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with LDMI Telecommunications, Inc., providing for long distance telephone services for <br />the city for atwo-year term, and declaring an emergency. <br />MISCELLANEOUS BUSIlVESS <br />Councilman McKay scheduled a Finance Committee meeting for Monday,lanuary 13, at <br />7 p.m. to discuss Ordinance 2003-2 and Resolutions 2003-5 and 2003-6. The Finance <br />Director, Mayor and Service Director are asked to attend. <br />20 <br />
