Council Minutes of 1!'1/2003 <br />,. Resolution No. 2002-196 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for 5,000 tons <br />of stone for various Service Department needs, as per specifications on file in her office, <br />and authorizing the Mayor to enter into a coirtract for said stone, and declaring an <br />emergency. Councilman Limpert moved for adoption, and the motion was seconded by <br />Councilman Gareau. Roll call: Limpert, yes; Gareau, yes; McKay, yes; Nashar, yes; <br />Miller, no, as he believes this may be premature at this time. Roll call continued: Dailey, <br />yes; Kesler, yes. The motion passed with six yeas and one nay. Resolution No. 2002- <br />196 adopted. <br />Ordinance No. 2002-175 introduced by Councilman Gareau and Mayor Musial was given <br />its second reading. An ordinance creating new Section 131.0] of the Administrative <br />Code, entitled "Mayor's Contract Authority" in order to provide the Mayor with limited <br />authority to execute contracts involving expenditures of two thousand dollars or less <br />without express Council authorization, and declaring an emergency as amended. <br />Resolution No. 2002-202 introduced by Councilman Nashar was given its second <br />reading. A resolution urging the Ohio General Assembly to adopt House Bills 280 and <br />281 so as to establish estate-wide ban on the use of hand-held cellular telephones while <br />driving motor vehicles on Ohio's roads and highways, and declaring an emergency. <br />Resolution No. 2002-203 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to enter into a contract with Unitech Parts Company for <br />the purpose of purchasing a wiring diagram for the elevator located at the Police <br />Department, and declaring an emergency. <br />Resolution No. 2002-206 introduc~l by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into a contract <br />with and retain the services of a consulting engineer, pending the appointment of a new <br />City Engineer, and declaring an emergency. <br />Ordinance No. 2002-207 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a contract <br />renewing the agreement between the city and Kerrie Skall Tipton for the provision of <br />gymnastics instruction at the North Olmsted Recreation Center and declaring an <br />emergency. Councilman Gareau moved for suspension of the rule requiring three <br />readings and noted the legislation had been discussed in committee. The motion was <br />seconded by Councilman Limpert and passed unanimously. Councilman Gareau moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously.
