Council Minutes of 1/7/2003 <br />~,,, LEGISLATION <br />Ordinance No. 2000-161 introduced by Councilman Gareau was given its third reading. <br />An ordinance creating new Sectian 165. i 6 of Chapter 165 of the Administrative Code of <br />the City of North Olmsted, entitled "Procedure for Minor Changes," in order to establish <br />an expedited approval procedure for minor changes in historical structures and other <br />structures located in historical districts, and declaring an emergency, as amended. <br />Councilman Gareau moved for adoption. The motion was seconded by Councilman <br />Nashar and unanimously approved. Ordinance No. 2000-161 adopted. <br />Ordinance No. 2002-189 introduced by Council members McKay, Gareau, Kesler, Miller <br />and Nashar was given its third reading. An ordinance establishing and fixing the <br />compensation for Council-at-Large members for the term of office commencing January <br />1, 2004 through December 31, 2007 and declaring an emergency. Councilman McKay <br />moved for adoption. The motion was seconded by Councilman Gareau and passed <br />unanimously. Ordinance No. 2002-189 adopted. <br />Ordinance No. 2002-190 introduced by Council members McKay, Gareau, Kesler, Miller <br />and Nashar was given its third reading. An ordinance repealing Section 171.07 of the <br />Administrative Code, entitled "Secretary to Housing CounciUTax Incentive Review <br />Council," amending Section 135.021 of the Administrative Code, entitled "Assistant <br />Director," so as to transfer the duties of the Housing Council/'TIRC Secretary to the <br />Assistant Director of Finance, and declaring an emergency. Councilman Gareau moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2002-190 adopted. <br />Resolution No. 2002-194 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for partial depth <br />concrete joint repair on various streets in the City of North Olmsted, as per specifications <br />on file in her office, and authorizing the Mayor to enter into a contract for said repair and <br />declaring an emergency. Councilman Limpert moved for adoption, and the motion was <br />seconded by Councilman Gareau. Roll call: Limpert, yes; Gareau, yes; Dailey, yes; <br />Nashar, yes; McKay, yes; Miller, no, with comment that he believes this ordinance is <br />premature at this time. While he is not opposed to the concept, he thinks the timing is not <br />correct. Roll call: Kesler, yes. The motion passed with six yeas and one nay. <br />Resolution No. 2002-194 adopted. <br />Resolution No. 2002-195 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for cracksealing <br />on various streets in the City of North Olmsted, as per specifications on file in her office, <br />and authorizing the Mayor to enter into a contract for same and declaring an emergency. <br />Councilman Limpert moved for adoption, and the motion was seconded by Councilman <br />Gareau. Roll call: Limpert, yes; Gareau, yes; Dailey, yes; Kesler, yes; McKay, yes; <br />Miller, no, because he believes it is premature at this time. Roll call continued: Nashar, <br />yes.
