Council Minutes of 1/712003 <br />5. Fiscal irresponsibility, mounting money and personnel problems do not seem to be <br />dealt with a professional manner..As long as three or four years ago, notice was made <br />that major funding problems were looming and no visible preparatory action was <br />taken. Fiscal year 2003 and beyond appear to have deficits and no plan has been <br />publicly presented. <br />6. Management ineffectiveness. City workers and departments made suggestions that <br />were either not taken seriously or just ignored. Once again, seemingly unqualified <br />directors created problems instead of helping the residerns to solve problems. <br />7. back of communication to the citizens of North Olmsted. Recently, the speed limit <br />on Canterbury Road was increased from to 35 mph from 25 mph. Safety Director <br />Richard Jesse did not notify residents and apparently the Police were not aware of the <br />change. Taxpayers have not been told to what extent they may be facing service cuts <br />or tax increases. <br />8. Democratic party leadership has seen the need for change and invited him to attend <br />their January 9 meeting. He hopes to have recall petitions available. He invites <br />everyone to attend to find out more about city government and how to make a <br />positive change. <br />9. Republican party leadership has not come forward at this time. He is making a public <br />plea to speak to their members, many of whom he understands are privately <br />concerned about the lack of mayoral leadership. <br />10. It's simply the right thing to do. In simple terms, the Mayor needs to step down <br />immediately. The city is preoccupied with the many concerns outlined above and <br />cannot move forwazd to meet the needs of the citizens. Legally, the Mayor does not <br />have to resign. But morally, it is the right thing to do. <br />Tonight he has the task of beginning the recall of Mayor Norman T. Musial. He does not <br />enjoy doing it. He asked the Mayor to reconsider his answer and to resign immediately. <br />Mayor Musial said he will not make any quick decision. Since the Mayor refuses to <br />resign, he has no other moral and ethical choice but to begin the recall process. Mr. Stott <br />presented the first copy of the recall petition to the Clerk of Council and asked her to <br />certify it. Law Director Dubelko stated that the Clerk would need legal counsel as to the <br />sufficiency of any petition that is filed. He will talk to the Clerk during business hours <br />tomorrow regarding the petition. As he was concerned with time, Mr. Stott asked the <br />Clerk if she felt she was unable to certify the document as a recall petition. The Clerk <br />acknowledged that the document said "recall petition" and that Mr. Stott presented it to <br />her. However, she would need Law Director Dubelko's advice to be sure that it meets <br />the Charter and ORC requirements. Mr. Stott said he would encourage all persons who <br />agree with the recall petition to focus their energies in a positive manner and go door to <br />door, meeting to meeting, organization to organization and collect the necessary number <br />of signatures. <br />17 <br />
