Council Minutes of 12-21-2004 <br />2) Councilman Miller made a motion to suspend the rule requiring committee review on <br />a liquor permit transfer for 4864 Dover Center Corp., DBA the Convenient Food Mart, <br />which is located near the water tower, to Vanda Crescent Inc. at the same address. They <br />have been operating for approximately two months under the previous liquor license. <br />This is a C1, C2, D6 permit. The motion was seconded by Councilman Gareau and <br />passed unanimously. Councilman Miller made a motion that Council not object to the <br />liquor permit transfer from 4864 Dover Center Corp. to Vanda Crescent Inc., owned and <br />operated by Sarah Coakley and Sean Coakley. The motion was seconded by <br />Councilman Gareau and passed unanimously. <br />Councilman Dailey, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The committee met on December 14 to discuss Ordinance 2004-184. This is an <br />ordinance to request proposals for installation of video surveillance equipment at the <br />Recreation Center. In attendance were committee members Nashar, Miller and Dailey; <br />Council members Limpert and McKay; Law Director Dubelko, Recreation Commissioner <br />DiSalvo and Safety Director Jesse. Director Jesse advised the committee that in response <br />to some security issues at the Recreation Center, requiring video surveillance equipment <br />was the next step to make the center safer. He also advised that, rather than have a <br />company come in and install whatever we ask for, this proposal will instead seek <br />recommendations from potential vendors and then decide which plan best fits our needs. <br />This is a design-build project. The committee asked about having passes that can be <br />scanned for people entering the Recreation Center. Both Director Jesse and <br />Commissioner DiSalvo advised that this is fine except for the fact that we have many <br />people who enter the Recreation complex to watch events and that they would not have <br />the passes. By having video surveillance coverage at the center, we will be able to view <br />all who enter and hopefully from there determine who may have caused problems at the <br />Recreation complex. Mr. Miller asked that, rather than approve this ordinance as written, <br />that it be amended so that, after the proposal is accepted and the Mayor enters into <br />agreement with the selected vendor, that they then come back before Council for the <br />appropriation. The committee was advised that this is how the process will work. The <br />committee unanimously recommended approval and passage under suspension of the <br />rule. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) Rosati's Custard was discussed this evening at the Building, Zoning and Development <br />Committee meeting. In attendance were City Planner Kim Wenger; Council members <br />McKay, Limpert, Gareau and Nashar; Jim and Sharon Priscak and Jim and Marsha <br />Rosati. Rosati's Custard has submitted a proposal to open at 26261 Lorain Road, that is <br />the former Blimpie's building at the corner of Brookpark and Lorain roads. They came <br />in with what originally was some rather slight exterior modifications, then became quite <br />an extravaganza as they went through the various boards and commissions. The site has <br />already been painted. They sought to install an outdoor seating area, planter boxes, bike <br />racks, and some fencing/screening around the cooler to integrate the cooler into the <br />building was recommended by the A1tB. When they returned to the Planning <br />Commission after going to the Board of Zoning Appeals, they came back with landscape <br />~~': screening which had been added around the cooler and landscape screening added around <br />8 <br /> <br />
