<br />by the passage of this legislation. It was amended in committee, and the committee
<br />unanimously recommended approval as amended. Councilwoman Kasler made a
<br />motion to amend the legislation to allow for the contracts to be for five years instead
<br />of four years. The motion was seconded by Councilman Limpert and passed
<br />unanimously. Ordinance 2004-194 is amended.
<br />• Councilwoman Kasler made a motion to amend the transfer legislation, Ordinance
<br />2004-18?, as discussed in committee. The motion was seconded by Councilman
<br />Limpert and passed unanimously.
<br />• Ward Council pay ranges. This issue has been discussed on several occasions. There
<br />is no legislation before Council at this point in time. It seemed to be the consensus of
<br />the committee after some discussion to be 0% the first year, 0% the second year, 4%
<br />the third and fourth year. The basic issue here is to keep raises 4% or lower and also
<br />to enable future Council-at-Large to have some equity by that time between Council-
<br />at-Large and the Ward Council over the four-year period. It starts to bring all of these
<br />offices into the same pay range. Councilman McKay requested that we express this
<br />in terms of dollar amounts rather than percentages. That probably makes a lot of
<br />sense because of the fact that it's relatively small and it would be a good thing for
<br />people to see what Council people do. Mr. Limpert made another suggestion on a
<br />different proposal. That was discussed briefly, however, the consensus was to keep it
<br />at the 0%, 0%, 4%, 4%-and he ultimately was in agreement with that as well. The
<br />President of Council suggested for that position that it be 0%,0%, 3%, 3% or 0%, 0%,
<br />2%, 2%, again in order to bring that in line with the others. The salary of President of
<br />Council would increase less over the four years in order to bring that salary down to
<br />be within the range of the other Council people. That will be worked out by the
<br />Finance Director, and she will be requesting legislation to establish all of these
<br />salaries as discussed in committee. The legislation needs to be passed by mid-
<br />January.
<br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1)
<br />The committee met on Tuesday, December 14. Agenda items were as follows:
<br />• Resolution 2004-179, which was previously reported out. However, there was a
<br />request from the committee for more detail as to the use of the Lexis-Nexis program
<br />by the North Olmsted Police Dept. The response was generally that this allows law
<br />enforcement agencies, North Olmsted Police Dept. in particular, to pool access to
<br />resources of information, which seems to be the practice of law enforcement agencies
<br />throughout the United States. This is not anend-all, be-all, but it certainly will help
<br />our department. The committee recommended 2-0 to approve this ordinance and
<br />asked that it be passed under suspension of the rule.
<br />• A liquor permit transfer from Barry Yee Inc., located at 27087 Lorain Road, a Dl,
<br />D2, D3 permit, to 27092 Lorain Avenue Inc., at 27092 Lorain Avenue. The Police
<br />Dept. had no objection to this transfer, and the committee did object. Councilman
<br />Miller made a motion that Council not object to the liquor permit transfer from
<br />safekeeping of Barry Yee Inc., 27087 Lorain Road, to 27092 Lorain Avenue Inc.,
<br />27092 Lorain Avenue. The motion was seconded by Councilman Gareau and passed
<br />unanimously.
