Roll call continued: McKay, no, <br />with comment that the other employees that receive a boot allowance in the city do <br />not have to bring in receipts. All employees should be treated equally. Roll call <br />continued: Miller, yes. The motion passed with 4 yes votes and 3 no votes. Section <br />23 of Ordinance 2004-164 is amended. <br />• Ordinance 2004-186, which is an ordinance to make appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2005. Generally, what occurs is the temporary appropriation is for a <br />third of the budget of 2004 in order to keep the city in operation until budget approval <br />has taken place for 2005. Such things as gas and oil, service and police overtime, <br />salt, equipment parts and replacement and possibly police cars are the exception to <br />the one third and extra money will be placed in those funds because those <br />expenditures will be done earlier in the year as opposed to later. A change from other <br />years is that we will also be funding in for the first part of the year for any items <br />related to the computer conversion process, and also $38,000 for the FEMA grant and <br />funds for Civil Service testing. Those are the three issues that require more money <br />that are normally on the budget increase but are unique to this year. The committee <br />unanimously recommended approval of Ordinance 2004-186. <br />• Ordinance 2004-187, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2004. Amendments to this ordinance were discussed prior to this <br />meeting. There are various amendments which reflect changes that have occurred <br />since the last time this was introduced. The only remarkable change since that time is <br />that there is a $34,000 expenditure for taxes to be paid on public property where we <br />either purchased property or made changes to property. We are required to pay the <br />taxes ahead of time, then get our exemption and request reimbursement. The <br />properties included in this were Clague Road intersection at Lorain, North Olmsted <br />Park, McKenzie Road, the pump station at Moen, Bridgeport landscaping and the <br />Recreation Center. Also noted by the Finance Director was the Senior Center ADA <br />building improvement money was removed from the ordinance since there has been <br />no contract and we will not have a contract by the end of the year. In order to <br />encumber the money, there has to either be a contract or a purchase order. Ordinance <br />2004-187 was recommended unanimously by the committee. <br />• Ordinances 2004-188, 189 and 190 were taken jointly. These are ordinances which <br />establish and fix compensation for the Mayor, Director of Law and Director of <br />Finance for the term of office commencing January 1, 2006 and ending December 31, <br />2009. This legislation was also previously discussed. The decision was to have a <br />2.25% pay increase each year for the four years. That was agreed upon by the <br />committee and the ordinances were recommended unanimously by the committee. <br />• Ordinance 2004-194, an ordinance authorizing the Mayor to enter into contracts for <br />the deposit of public monies with the institutions designated by Council as <br />depositories for the active and interim account of the city. This is basically <br />authorizing the Mayor to enter into contracts with several North Olmsted banking <br />institutions in order for the potential deposit of public monies.
