Council Minutes of 12-21-2004 <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The committee met <br />this evening December 21 at 6:30 p.m.. Present were Councilmen Gareau, Nashar, <br />Limpert, McKay, Kasler; directors of Finance, Personnel, Planning and Law; President of <br />Council O'Grady. Agenda items were as follows: <br />• Ordinance 2004-164, an ordinance establishing the range of compensation rates and <br />salary ranges for various administrative and legislative personnel for 2005 through <br />2007. This ordinance was discussed in committee meetings several times before. <br />There are two amendments to the legislation. The first amendment is to add police <br />part-time employees to Section 13. This is an effort to try to include all non- <br />bargaining employees-with the exception of NOMBL employees-into one pay <br />ordinance. The committee unanimously recommended this amendment to Section 13. <br />Councilwoman Kasler moved that Ordinance 2004-164 be amended by including <br />police part-time employees in Section 13. The motion was seconded by Councilman <br />Gareau. Roll call: Kasler, yes; Gareau, yes; Limpert, yes, with comment that, in the <br />past, he has not voted on issues concerning some of the non-bargaining police <br />employees, namely school crossing guards, because a family member is employed as <br />a school guard. The Law Director has informed him, since it is part of a group, that <br />he should vote and in fact is required to vote. Roll call continued: Dailey; yes; <br />Nashar, yes; McKay, yes; Miller, yes. The motion to amend Section 13 passed <br />unanimously. Section 13 of Ordinance 2004-164 is amended. The second <br />amendment discussed for Ordinance 2004-164 was with regard to the boot allowance, <br />which also was discussed previously. The issue is whether to have a straight boot <br />allowance or to ask for receipts prior to reimbursement-a proof of purchase prior to <br />reimbursing the boot allowance. There was a vote taken on this when two Council <br />members were absent, and the amendment failed by a vote of 3 to 2. Mr. Gareau has <br />asked that it be raised again with the presence of all members of Council this evening. <br />The committee discussed the boot allowance issue, and Mr. Limpert requested that <br />the boot allowance be increased if we were going to ask for a receipt. President <br />O'Grady asked if he had heard any concerns about the amount of the boot allowance. <br />It seemed to be the consensus that no concerns had actually been expressed. Also, the <br />Finance Director explained, with regard to a clothing allowance, that damaged <br />clothing is normally replaced. The committee voted 2 to 1 to recommend that there <br />be an amendment to Section 23 to request proof of purchase prior to reimbursement <br />for boot allowance. Councilwoman Kasler moved that Section 23 of Ordinance <br />2004-164 be amended to provide that a receipt be presented for reimbursement for a <br />boot allowance. The motion was seconded by Councilman Gareau. Roll call: <br />Kasler, yes; Gareau, yes; Dailey, yes; Nashar, no, with comment that he feels the fee <br />of $200 had been established for the boot allowance and does not feel a receipt is <br />necessary. Perhaps in time the amount could be adjusted. Roll call continued: <br />Limpert, no, with comment that there is no precedent as far as when the allowance <br />was used before. If someone had a problem with their boots, they could bring in the <br />bad boots and say they needed a larger boot allowance this year. Quality boots do <br />cost money.
