Council Minutes of 12-21-2004 <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on December 14 to discuss Ordinance 2004-183. This is an ordinance <br />requesting the cooperation of Cuyahoga County and the Department of Transportation for <br />the grade, drain, paving and widening of Stearns Road from I-480 to Lorain Road and <br />the construction of the Crocker-Stearns Extension from Lorain Road to the North <br />Olmsted north corporation line. Present were committee members McKay, Dailey and <br />Nashar; Councilman Limpert and President O'Grady; Mayor Musial, Law Director <br />Dubelko, Service Director Driscoll, City Engineer Durbin.. At the last committee meeting <br />on November 29, two issues were raised: one, concerning sound barrier walls north of <br />Lorain; two, the possibility of providing underground utilities south of Lorain up to <br />I-480. The committee asked the City Engineer to address these matters, and he did so in <br />a letter. He indicated that the sound barrier walls were included in Ordinance 2004-183. <br />If Council requested underground utilities on Stearns Road, it would cost the city over <br />$3.5 million and would delay the project over three years. The committee did not <br />recommend underground utilities at this point in time. Ordinance 2004-183 reflects the <br />new agreement with Cuyahoga County and the County Board of Commissioners. The <br />city was able to secure two large sums of money, one for $400,000 and one for $800,000. <br />In addition to that, with the cooperation of Congressman Dennis Kucinich, the sum of <br />$700,000 was included in the six-year highway bill which was passed by the House of <br />Representatives. But, unfortunately, was not passed by the Senate. Hopefully, the bill <br />will pass in 2005 and the city will receive the $700,000. <br />2) Regarding the weather this past weekend, compliments to the Service Director and <br />employees for a fine job in removing the snow. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The Mayor is reappointing several individuals to various boards and commissions, and no <br />interviews are required as they are reappointments: <br />• Mr. John Maloney to the Board of Zoning Appeals to serve from January 1, 2005 to <br />December 31, 2009. Councilman Limpert moved that John Maloney be reappointed <br />to the Board of Zoning Appeals for the term January 1, 2005 to December 31, 2009. <br />The motion was seconded by Councilman Miller and passed unanimously. <br />• Mr. Robert Koeth and Mr. Walter Spalding Jr. to the Planning Commission to serve <br />from January 1, 2005 through December 31, 2009. Councilman Limpert moved that <br />Robert Koeth and Walter Spalding Jr. be reappointed to the Planning Commission for <br />the term January 1, 2005 to December 31, 2009. The motion was seconded by <br />Councilman Miller and passed unanimously. <br />• Mr. Phillip Engoglia to the Board of Building Code Appeals to serve from January 1, <br />2005 to December 31, 2009. Councilman Limpert moved that Phillip Engoglia be <br />reappointed to the Board of Building Code Appeals for the term January 1, 2005 to <br />December 31, 2009. The motion was seconded by Councilman Miller. Roll call: <br />Limpert, yes; Miller, yes, with comment that he would like to thank these individuals <br />who have just been reappointed and all the members of the boards and commissions <br />for being willing to volunteer in their community. It is appreciated. Roll call <br />continued: Kasler, yes; McKay, yes; Gareau, yes; Dailey, yes; Nashar, yes. The <br />motion passed unanimously. <br />4 <br />
