Council Minutes of 12/7/2004
.;,,~,_ start the bus line but to keep it. NOMBL is Ohio's oldest bus line. The employees do
not want to leave the city. AFSCME 3517 wants to go on record as asking Council to
not divest the city of the bus line. The employees recognize what the future could be
and what the past has been. Th~uik you to Council for years of support-hopefully
employees can serve for years to come. AFSCME 3517 wants to go on record as
fully supporting Ordinances 2004-165 and 2004-166.
Don Pangrac, 23470 Sharon Drive
• It has been 21 days since the last Council meeting and he hasn't noticed any activity
in repairing the potholes on Lorain Road east of Canterbury. When will repairs
begin? Service Director Driscoll answered that he was aware of two occasions since
the last Council meeting that the Service Dept. was out on Lorain Road making
repairs. Also, previous to Mr. Pangrac's comments, a crew had been out for several
days in a row making repairs on Lorain Road. This road is in need of repairs and
permanent improvements are scheduled in two years. Until then, it is going to be one
of our most needing streets in the city as it will continue to deteriorate until that time.
Regarding road repairs in general, over the past two months, the city has focused a lot
of attention to Byron, Canterbury and Root Road where a neighborhood of concrete
streets are deteriorating and falling apart. If anyone would like to see the type of
work being done, they should drive down those streets. Mr. Pangrac said he would be
glad to take the Service Director or anyone on a tour to see the problems, especially
near Brendan Lane.
• Regarding Mr. Lambert's comments on the IX Center, it is the only facility of its kind
in the United States. This is a diamond that needs to be cultivated just a myriad of
things that could be done with the building. We should make every effort to keep it
and find a quality use for it.
Joseph Bouman, 23950 Gessner Road, asked if the Springvale report was going to be
made available. Mayor Musial said it was a public record, and he would provide a copy.
Dennis Lambert, 25057 Carey Lane, said he found the comments by the NOMBL
employee touching. Many people have forgotten we are paying a sales tax of 1 % for
RTA. Years ago, several cities who had their own bus lines and a privately owned bus
company were making money from their fares. RTA is not making money, and we are
paying out of our pocket.
LEGISLATION
Ordinance No. 2004-153 introduced by Councilman Gareau was given its third Reading
An ordinance amending various sections of Chapter 1126 of the North Olmsted Zoning
Code in order to establish formalized presubmittal conference requirements, and
otherwise improving and streamlining the administrative review process, for all
development plans subject to Chapter 1126 review as amended. Councilman Gareau
moved for adoption. The motion was seconded by Councilman Nashar and passed
unanimously. Ordinance No. 2004-153 adopted.
10
