Council Minutes of 12/7/2004 <br />Ordinance No. 2004-165 introduced by Councilwoman Kasler on behalf of Mayor Musial <br />was given its third reading. An ordinance establishing new compensation rates and <br />benefits to be paid to part-time hourly employees of the North Olmsted Municipal Bus <br />Line, and declaring an emergency. Councilwoman Kasler moved for adoption. The <br />motion was seconded by Councilman Gareau and passed unanimously. Ordinance <br />No. 2004-165 adopted. <br />Ordinance No. 2004-166 introduced by Councilwoman Kasler on behalf of the Mayor <br />was given its third reading. An ordinance establishing the compensation, benefits and <br />working conditions for the years 2005, 2006 and 2007 for salaried employees employed <br />by the North Olmsted Municipal Bus Line, who are not members of the A.F.S.C.M.E., <br />Local 3517, collective bargaining unit, which said compensation is reimbursed by the <br />Greater Cleveland Regional Transit Authority in the operating agreement, and declaring <br />an emergency, as amended. Councilwoman Kasler moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Ordinance No. 2004-166 <br />adopted. <br />Resolution No. 2004-170 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of a maximum of 35,000 gallons of sodium aluminate for atwelve-month period, for use <br />by the Wastewater Treatment Plant for phosphate removal, and authorizing the Mayor to <br />contract for same, and declaring an emergency. Councilman McKay moved for adoption. <br />The motion was seconded by Councilman Limpert and passed unanimously. Resolution <br />No. 2004-170 adopted. <br />Ordinance No. 2004-171 introduced by Mayor Musial was given its third reading. An <br />ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio (hereinafter <br />referred to as the MUNICIPALITY), in the matter of the hereinafter described <br />improvement (the replacement of Cedar Point Road (CR-193) Bridge No. 22 over the <br />Rocky River) and requests the cooperation of the County of Cuyahoga by its Board of <br />County Commissioners (hereinafter referred to as the COUNTY), and declaring an <br />emergency. Councilman McKay moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2004-171 adopted. <br />Ordinance No. 2004-181 introduced by Councilwoman Kasler was given its second <br />reading. An ordinance dispensing with the RFP process otherwise required by Sections <br />111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval <br />of the Board of Control, if necessary, to enter into an agreement with Costin + Company <br />in order to provide assistance in GAAP conversion, implementation of the new financial <br />reporting model required by GASB No. 34, and preparation of the city's CAFR for the <br />year 2004. <br />Resolution No. 2004-182 introduced by Councilwoman Kasler was given its second <br />reading. A resolution directing the Auditor of Cuyahoga County to pay to the City of <br />North Olmsted, Ohio, during the year 2005, all money due and owing said city from any <br />collection source. <br />11 <br />
