Council Minutes of 12/7/2004 <br />Councilman Gareau made a motion to recommend approval of a modified presentation so <br />that lighting schemes for the first six lights along Kennedy Ridge Road would be no <br />higher than a 24 inch illumination system, which would be consistent with the city code, <br />and require the developer submit a revised photometric study to reflect where the light <br />would fall on the site; the existing fence at the end of the entrance drive on the west side <br />would be board on board; the proposed fence on the southwest corner of the property <br />would also be board on board; there would be a low mound incorporated behind the <br />existing fence at the end of the entrance-way where three trees would be planted to shield <br />neighboring property from light spill as there should be none according to code; dead <br />logs, debris, tree remnants would be removed from the south property line. (To clarify, <br />Mr. Gareau noted the motion included the fencing as proposed and approved by Planning <br />Commission, the landscaping as proposed and approved by Planning Commission and the <br />lighting as proposed by the committee to be no higher than 24 inches.) The motion was <br />seconded by Councilman McKay and passed unanimously. <br />2) The Building, Zoning & Development Committee met on December 7, 2004, to <br />discuss the North Olmsted Assembly of God, 3874 Columbia Road. The proposal <br />consists of a building addition to the rear, which is the west, including a narthex area and <br />a gymnasium. The addition as presented is not intended to increase the church's <br />membership, rather it is to provide much needed space for youth and group activities. <br />The Architectural Review Board had made several recommendations which were <br />incorporated into the plans. A stone veneer 3 feet high will be installed around the south <br />side of the building to bring it up to the front face of the gym entrance to match the <br />church entrance. There was some specification required as to landscaping plans as to <br />sizes, types and quantity of plants. The recommendation was also to replace the proposed <br />mulch with ablack-earth type. The parking was reconfigured and the lighting was re- <br />addressed. The proposed lighting meets with city code requirements. Required parking <br />for the church is 150 spaces. The proposed plans indicate 101 provided spaces with 49 <br />additional spaces land banked. Planning Commission approved the land banked parking. <br />The applicant requires two approvals from City Council. The committee unanimously <br />recommended approval for the extension of the conditional use permit for the entire <br />consolidated parcel. Councilman Gareau made a motion that Council approve the <br />extension of the conditional use permit for the entire consolidated parcel. The motion <br />was seconded by Councilman Limpert and passed unanimously. The committee <br />unanimously recommended approval of the site development, which is the addition to <br />the west of the building at 3874 Columbia Road subject to the recommendations of the <br />various boards and commissions. Councilman Gareau made a motion to approve the site <br />development for 3874 Columbia Road, the addition to the west of the building, subject to <br />all the recommendations of the various city boards and commissions. The motion was <br />seconded by Councilman Limpert and passed unanimously. (Councilman Gareau <br />suggested the architect for this project speak to the City Engineer and Law Dept. <br />regarding some engineering concerns before this comes back to Council.) <br /> <br />8 <br />
