Council Minutes of 12/7/2004 <br />• Turf Specialists, 31407 Bradley Road with a proposal to construct a storage building <br />in an industrial zone. The building will be used to store lawn maintenance <br />equipment. The proposal includes lighting modifications, buffering and a new <br />driveway to the new storage building. The proposal seeks to consolidate, for purposes <br />of operations, equipment on one location. The representative for Turf Specialists <br />indicated that he currently is required to store his equipment at three different sites. <br />He also indicated, due to a lack of an inside storage, he has experienced theft of <br />equipment, theft of license plates and vandalism. The new shed will allow him to <br />operate more smoothly and protect his investment. The committee unanimously <br />recommended approval subject to all recommendations of the boards and <br />commissions. Councilman Gareau moved that Council approve the proposal of Turf <br />Specialists, 31407 Bradley Road, to construct a storage shed subject to all the <br />recommendations of the various city boards and commissions. The motion was <br />seconded by Councilman McKay and unanimously approved. <br />• Kennedy Ridge Townhouses on Kennedy Ridge Road. The proposal consists of <br />landscaping and lighting modifications along with additional fencing. This project <br />was originally approved by City Council some time ago. In the original approval, the <br />lighting requirements for the first six lights back from Kennedy Ridge Road were 15 <br />inch lights. Instead of constructing this low-level ground lighting for the driveway, <br />the developer unilaterally changed the lighting scheme and installed 15 foot lighting <br />on poles. This obviously caused a problem. The developer then reduced the lights <br />from 15 feet to 12 feet, believing that would be okay, and then decided to bring it <br />back to the BZD Committee. The developer did acknowledge there was an oversight, <br />probably miscommunication aswell, in believing that the project could be varied <br />without having approval from the city. He was very cooperative and sorry that the <br />situation had come about. The Planning Commission had recommended approval of <br />the 12 foot lighting scheme that had been adopted. However, Council committee was <br />not inclined to do so. BZD Committee made a motion to recommend approval of a <br />reduction in the lighting from the current 12 foot back down to a 24 inch ground <br />lighting scheme. That motion was approved unanimously. However, an additional <br />communication has been received from the developer consistent with what had been <br />discussed that night regarding whether a 24 or a 36 inch lighting scheme would be <br />appropriate. <br />At the request of Councilman Gareau, Planning Director Wenger came forward to speak <br />on this issue. She said the applicant did contact the Planning Dept. today by fax <br />indicating that they had checked with several lighting suppliers and that the lowest <br />lighting they found was 36 inches for that type of development rather than home <br />gardening purposes. She conferred with the Assistant Building Commissioner who <br />contacted that light provider. They confirmed that 36 inches was the shortest available. <br />But upon further phone calling to various lighting providers this afternoon, the Assistant <br />Commissioner indicated he did find one or two sources that sell 24 inch lights. That <br />information will be provided to the applicant to determine if they can use one of those <br />lower lights as approved. <br /> <br />7 <br />
