Council Minutes of 11/16/2004 <br />language "integral part" meant that a department head has to make a determination <br />whether or not she or he has reasonable access to the technology and personnel needed to <br />produce the record in a specific medium. Mr. Dial said he wanted to emphasize that he <br />has not received a definition of "Tegg Services" and huge amounts of money were spent <br />on that item with no additional explanation. He also wanted to emphasize the reason he <br />is raising this issue now (in spite of the fact that he has the promise that his request will <br />be complied with eventually) is his belief that it is costing the city money to not have the <br />management information available for the Mayor and city to make good decisions. <br />Finance Director Copfer commented that she and Mr. Dial had discussed the Tegg <br />Service information on numerous occasions. He had said that the purchase order is <br />proper. He had recognized it was a management and not a financial issue, and the <br />documentation has to come from the department level. She is working on that for him <br />and has forwarded the request to Mr. Driscoll who will look into the issue. <br />Robert Whiting, 215 Brookfield Road, Avon Lake, president of AFSCME 3517. On <br />behalf of AFSCME 3517, he thanked Mayor Musial and Councilman Gareau for <br />attending the RTA public hearing regarding NOMBL Route 53. At this time, GCRTA <br />has chosen not to make any revisions to the route, however temporary that may be. The <br />union employees are in a precarious situation waiting for the outcome of the negotiations <br />regarding the operating agreement between GCRTA and the City of North Olmsted. The <br />employees understand the agreement is between GCRTA and the city, but continue to <br />wish they could have some input. He is aware that the negotiations are not going well. <br />Last week he found out that the RTA management met with the president of the <br />Amalgamated Transit Union 268 and discussed dovetailing NOMBL's seniority roster <br />into RTA's roster. He is quite alarmed about this situation. This morning the city <br />distributed a memo to NOMBL employees saying that the negotiations for a new <br />operating agreement with RTA have been difficult, especially since RTA continues in a <br />downsizing mode due to service changes, ridership changes and funding reduction issues. <br />It went on to say that one of the subjects being discussed is the possible merger of <br />NOMBL into RTA although no decision has been made. The city plans to continue to <br />negotiate the best alternative for NOMBL, including their concerns for the rights of all <br />employees. He and the union members are devastated with this news. They have been <br />looking at their contract very diligently to see if they can make some concessions. <br />AFSCME 3517 does not want to leave the City of North Olmsted. They do not want to <br />give up our bus line, which is the oldest bus line in Ohio. The bottom line is the bus line <br />employees are good, dedicated employees who do their best to provide customer service <br />to the citizens of North Olmsted, Rocky River, Westlake and the West Park area in <br />Cleveland, and they take pride in their jobs. They are wondering what their future will <br />be, and they ask the city to stand up and fight for AFSCME 3517 and the North Olmsted <br />Municipal Bus Line. <br />Don Pangrac, 23470 Sharon Drive, asked what the time frame is for filling the potholes <br />on Lorain Road east of Canterbury Road to the Fairview line. With winter coming, the <br />holes are only going to get larger and it's becoming dangerous. Service Director Driscoll <br />~ said the maintenance program on Lorain Road is a continuing process.
