Council Minutes of 11/16/2004 <br />County Commissioners (hereinafter referred to as the COUNTY), and declaring an <br />emergency. <br />Ordinance No. 2004-175 introduced by Councilman Miller on behalf of himself and <br />Council Members Nashar, Kasler, Dailey and Limpert was given its second reading. An <br />ordinance amending Sections One, Two and Three of Ordinance No. 2003-32, and <br />creating a new Section Four, to provide the Springvale Facility Manager with greater <br />authority in varying rates for the use of the North Olmsted Springvale Golf Course and <br />Ballroom, in order to compete more effectively with comparable businesses in the private <br />sector, and to further provide for the Board of Control to conduct quarterly reviews of <br />and make recommendations regarding Springvale pricing policy and operations, and <br />declaring an emergency. Councilman Dailey moved for suspension of the rule requiring <br />three readings and noted the legislation had been reviewed in committee and had been <br />reported out this evening. The motion was seconded by Councilman Limpert and passed <br />unanimously. Councilman Dailey moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Ordinance No. 2004-175 adopted. <br />Resolution No. 2004-177 was introduced and placed on first reading by Councilwoman <br />Kasler. Resolution accepting the amounts and rates as determined by the Budget <br />Commission and authorizing the necessary tax levies and certifying them to the County <br />Auditor. Councilwoman Kasler moved for suspension of the rules requiring three <br />readings and formal committee review noting that the legislation had been discussed in <br />caucus where the Finance Director gave an explanation of the legislation which must be <br />returned to the County Auditor by December 3. The motion was seconded by <br />Councilman Gareau and passed unanimously. Councilwoman Kasler moved for <br />adoption, and the motion was seconded by Councilman Gareau. Roll call: Kasler, yes; <br />Gareau, yes; Limpert, yes with the comment that, even with the addition of the fire <br />station levy, the total millage has dropped by a tenth. Roll call continued: McKay, yes; <br />Dailey, yes. The motion passed unanimously. Resolution No. 2004-177 adopted. <br />Resolution No. 2004-178 was introduced and placed on first reading by Mayor Musial <br />who noted the legislation had been discussed during caucus. A resolution approving of <br />and authorizing the Mayor to enter into a collective bargaining agreement with the <br />American Federation of State, County and Municipal Employees ("AFSCME"), Ohio <br />Council 8, Local 2681 for the city's Clerical & Technical Unit employees, for the period <br />July 1, 2004 through June 30, 2007 an declaring an emergency. Councilwoman Kasler <br />moved for suspension of the rules requiring three readings and formal committee review. <br />The motion was seconded by Councilman Limpert and passed unanimously. <br />Councilwoman Kasler moved for adoption. The motion was seconded by Councilman <br />Limpert and passed unanimously. Resolution No. 2004-178 adopted. <br />Resolution No. 2004-179 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to enter into aone-year contract with Lexis-Nexis, a <br />division of Reed Elsevier Inc., for the purpose of providing Internet-based legal research <br />services to the Police Department. <br /> <br />14 <br />
