Council Minutes of 11/16/2004 <br />:~ Resolution No. 2004-180 was introduced and placed on first reading by Mayor Musial <br />who noted the existing coverage expires on December 31, 2004. A resolution authorizing <br />the Director of Personnel and Administrative Services to solicit proposals for the personal <br />services of a third party administrator (TPA) to process health insurance claims and <br />including the purchase of excess insurance coverage for the city health care & <br />hospitalization plans for 2005, and further authorizing the Mayor, subject to approval by <br />the Board of Control, to enter into a contract for said TPA and umbrella insurance policy <br />with the lowest and best bidder, and declaring an emergency. Councilwoman Kasler <br />moved for suspension of the rules requiring three readings and formal committee review. <br />The motion was seconded by Councilman Gareau and passed unanimously. <br />Councilwoman Kasler moved for adoption. Resolution No. 2004-180 adopted. <br />Ordinance No. 2004-181 was introduced and placed on first reading by Councilwoman <br />Kasler. An ordinance dispensing with the RFP process otherwise required by Sections <br />111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval <br />of the Board of Control, if necessary, to enter into an agreement with Costin + Company <br />in order to provide assistance in GAAP conversion, implementation of the new financial <br />reporting model required by GASB No. 34, and preparation of the city's CAFR for the <br />year 2004. <br />Resolution No. 2004-182 was introduced and placed on first reading by Councilwoman <br />Kasler. A resolution directing the Auditor of Cuyahoga County to pay to the City of <br />North Olmsted, Ohio, during the year 2005, all money due and owing said city from any <br />collection source. <br />Ordinance No. 2004-183 was introduced and placed on first reading by Mayor Musial. <br />An ordinance requesting the cooperation of the County of Cuyahoga and the Ohio <br />Department of Transportation as to the projects for the grade, drain, pave, and widening <br />of Stearns Road (CR-76) from Interstate 480 to Lorain Road, and the construction of <br />Crocker-Stearns Extension (CR118), from Lorain Road to the North Olmsted north <br />corporation line, and declaring an emergency. <br />Ordinance No. 2004-184 was introduced and placed on first reading by Mayor Musial. <br />An ordinance authorizing the Director of Public Safety to request proposals for a video <br />security system for the North Olmsted Recreation Complex; further, authorizing the <br />Mayor to enter into an agreement with the vendor selected in the RFP process and <br />approved by the Board of Control; and declaring an emergency. <br />Ordinance No. 2004-185 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Sections 143.01 and 153.01 of the Administrative Code for the <br />purpose of assigning the part-time duties of Civil Service Commission secretary to the <br />full-time clerical staff of the Director of Personnel and Administrative Services. <br />~~. <br />15 <br />
